This position is assigned to the Fiscal Service at the Joseph Maxwell Cleland Atlanta VA Medical Center located in Decatur, Georgia. The incumbent will utilize the Decision Support System (DDS) which is an executive computer information system. The DDS which directly impacts the management of patient care and supports the mission of the Network by providing data on patterns of care, patient outcomes, and resource consumption.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work involves gathering information, identifying and analyzing issues, developing recommendations to resolve substantive problems of effectiveness and efficiency of medical center work operations, and application of qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possession of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education.
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing specific and general workload trends to assure conclusions are drawn from appropriate data, reviewing workload documentation for compliance with documentation and coding requirements, and abstracts and formulates workload, financial, and other operational data maintained in a number of VA automated data systems, validating the accuracy of this data, identifying trends and special causes of deviations from the norm. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possession of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Master's degree level.
Responsibilities:
- Analyzes audits, and evaluates on qualitative basis, the effectiveness of programs or orations meeting established goals and objectives.
- Works directly with clinical and administrative managers, in order to build and maintain appropriate Account Level Budgeter (ALB) and/or Department Cost Manager (DCM) structures.
- Communicates with services in order to solve problems, coordinate training and exchange information as necessary.
- Identify areas in need of review and advise management of the implications and options
involved. - Creates databases that support benchmarking of data including financial data,
patient populations and workload. - Conducts process improvement projects to identify gaps in coding and clinic operational
processes to provide solutions. - Oversees the logistics of revenue and fee basis initiatives from the conceptual through the implementation stage, including thorough analysis following implementation of initiatives
