LMD Agency is seeking a Strategic Communications and Organizational Change Management (OCM)

Director
to support a federal agency with mission-critical IT projects. This role requires the ability to

connect IT modernization, organizational change, and stakeholder communications to healthcare

mission outcomes.

The ideal candidate is a senior communications and change management professional who can develop

systematic communications frameworks; create unified, targeted outreach across internal and external

channels; translate complex IT, governance, performance, and modernization topics into clear

messages; and design organizational change management approaches that help audiences understand,

adopt, and embrace people, process, and technology change.

Key Responsibilities

  • Strategic communications planning: Develop and deliver high-impact strategic and tactical communications plans that support IT initiatives and drive stakeholder alignment.
  • Unified messaging and outreach: Create and maintain consistent messaging across communication channels, including audience-specific calls to action that drive desired behaviors and outcomes.
  • Communications products: Produce announcements, newsletters, communication posts, briefing memos, executive messages, talking points, FAQs, presentations, web content, SharePoint/Confluence content, and stakeholder updates.
  • Technical translation: Translate complex IT strategy, governance, identity and access management, performance, portfolio, and modernization topics into clear, non-technical communications for internal federal audiences and other stakeholders.
  • Organizational change management (OCM): Design and support OCM strategies that enable smooth transitions, minimize resistance, and accelerate adoption of organizational, process, and technology changes.
  • Repeatable processes: Create sustainable communications and change management processes, templates, editorial calendars, content workflows, and governance processes.
  • Stakeholder engagement: Support audience analysis, message mapping, leadership alignment, impact assessment, readiness activities, and adoption planning for diverse stakeholder groups.
  • Performance measurement: Measure communications effectiveness, message clarity, engagement, adoption, retention, and stakeholder feedback using qualitative and quantitative data.
  • Continuous optimization: Provide actionable insights and recommendations to improve communications, outreach, and OCM activities over time.
  • Content development: Support weekly or bi-weekly communication posts/newsletters and briefing memos, monthly status reports, forums, white papers/reports, roadmaps, blueprints, playbooks, and final reports as assigned.
  • Collaboration and compliance: Partner with leaders, project managers, technical SMEs, governance teams, and partner contractors to ensure communications are accurate, timely, accessible, and Section 508 compliant.

QUALIFICATIONS

  • Education: Bachelor's degree or higher in Communications, Organizational Development, English, Business Administration, or a related field.
  • Communications and OCM experience: At least 10 years of relevant experience in strategic communications and organizational change management.
  • Enterprise communications expertise: Demonstrated experience developing enterprise communications plans, high-impact messaging, and outreach materials for complex IT or federal program environments.
  • OCM methodology: Demonstrated expertise applying organizational change management methods that support adoption, reduce resistance, and improve stakeholder readiness. Experience leading change with IT organizations and technology projects in the healthcare industry is preferred.
  • Customization capability: Ability to apply specialized communications and OCM expertise in complex, fast-paced environments and tailor approaches to specific goals, audiences, and objectives.
  • Writing and executive communications: Strong writing, editing, executive briefing, storytelling, facilitation, message clarity, and plain-language skills.
  • Technical content translation: Ability to translate highly technical information into comprehensible, non-technical communications materials geared toward internal federal agency employee audiences.
  • Measurement and insights: Experience in measuring communication effectiveness and stakeholder engagement and using findings to recommend improvements.
  • Collaboration platforms: Experience using SharePoint and/or similar collaboration platforms and M365 tools to manage communications content, knowledge management sites, or stakeholder-facing resources.
  • Preferred federal public health environment: Experience supporting federal agencies, public sector health IT programs, or large regulated enterprise IT environments.
  • Preferred certifications: Prosci Change Management Certification.

JOB LOCATION(S)

  • Baltimore, MD area/hybrid, with on-site presence as required by the client.

EMPLOYMENT TYPE

  • Full-time; contingent upon contract award and completion of required background investigation/screening.
