NATURE OF WORK:
Function as the Chief Operations Officer of the VFW Washington Office, coordinating with other Washington Office Directors and Kansas City Office Directors to achieve desired results based on organizational mandates. Plans and implements all Washington Office Special Events and assists the Executive Director in the planning of Washington Office participation in National VFW Conferences and Conventions. Coordinates outreach to new veterans/military organizations to foster a partnership for the betterment of all veterans and their families. Fosters ongoing relationships with existing veterans service organizations to advance VFW goals and objectives. Serves as the principal VFW liaison with the Departments of Defense, State, and Homeland Security. Plans and coordinates the VFW foreign travel policy.
TYPICAL DUTIES AND RESPONSIBILITIES:
Conducts strategic planning to meet the requirements of the VFW Washington Office, refine and develop organizational goals and objectives, and develops action plans to accomplish prescribed goals.
Manage and delegate tasks to implement coordinated programs and activities.
Coordinate efforts among Directors within the VFW Washington office to achieve common goals and objectives. Serve as a link between the VFW Washington and Kansas City offices to coordinate DC/KC efforts toward common goals.
Serve as the primary liaison on behalf of the Executive Director to the Quartermaster General’s staff responsible for property management on the VFW Memorial Building in Washington, DC.
Represent VFW membership and VFW Washington office as directed by the Executive Director before Congress, Department of Veterans Affairs, Department of Defense, Department of State, Department of Homeland Security, and other governmental and non-governmental organizations. Address and advise VFW groups and committees as well as other concerned groups, organizations and associations on behalf of the VFW.
Liaise with new veterans/military service organizations, while fostering ongoing relationships with existing veterans service organizations to advance VFW priorities.
Develop, plan and implement all VFW Washington Office Special Events and Washington Office participation in National VFW Conferences and Conventions.
Review and securitize the Washington Office budgets and expenditures to ensure proper allocation of expenses with signatory authority at the discretion of the Executive Director.
Acts as the principal VFW liaison with the Departments of Defense, State, and Homeland Security and periodically interact with Department of Veterans Affairs on VFW matters, to include national resolutions relevant to each agency.
Plans and coordinates VFW foreign travel in accordance with the VFW travel policy and the annual foreign travel plan as approved by the National Council of Administration.
Assist other Washington Office Directors in identifying, recruiting, and training new employees. Work with directors to develop training plans and chart progress of all new hires to ensure each employee’s proper training and professional development.
Qualifications:KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
VFW or VFW Auxiliary membership is required.
Position requires a minimum of a BS or BA degree; advanced degree preferred. Position requires a minimum of three to five years of directly related experience working on veterans’ policy issues.
Superior human relations, analytical and management abilities are required to efficiently coordinate with the Washington Office Directorates and communicate with governmental agencies, VFW membership, and the public concerning VFW goals and objectives.
Position requires thorough knowledge of the activities of the VFW Washington Office and relevant government agencies. Position also requires knowledge of given subjects to the degree to make the incumbent authoritative in veterans affairs. Typically includes public speaking on a particular subject and the incumbent may be called upon for his or her views on veteran or defense related issues.
SCOPE OF POSITION:
Position is FLSA exempt.
Position reports to the Executive Director, VFW Washington Office.
Responsible for the administrative support functions and coordinates with the building staff of the Washington Office.
Ensures the coordination of Washington Office Directors to achieve desired results based on organizational goals and national convention mandates. Assigns work and checks results, may recommend hiring, income, discipline, and promotion actions, and has input into performance appraisals. Decisions may have a significant impact on the entire organization.
Identifies problems, develops possible solutions and actions, and recommends alternatives to the Executive Director. Recommends to the Executive Director future policy direction, strategic planning, and resource allocation which will affect VFW goals, programs and desired outcomes.
WORKING CONDITIONS:
Position functions in a normal office environment 75% of the time with telework flexibility. Travel is required approximately 25% of the time to participate in conferences. International travel may be required.
MAJOR ACCOUNTABILITIES:
Informs and advises the Executive Director on current issues.
Manages effective coordination among VFW Washington Office directorates and staff to execute organizational objectives.
Ensure effective liaison with the smaller and newer veterans/military organizations.
Ensure that VFW has an effective relationship with the Departments of Veterans Affairs, Defense, State, and Homeland Security.
Establishes meaningful information programs for national leadership and effectively communicates with federal agencies, the public, and VFW membership.
Works as the on-site liaison between the Quartermaster General’s office on matters of property management.
Coordinates with relevant directorates to prosecute organizational resolutions related to military and veterans’ affairs.

Salary : $98,142 - $125,131
