Summary

This position is part of the National Archives and Records Administration. The incumbent serves as the Director of Records Management Operations (ACR), one of three major Government-wide programs within the Office of the Chief Records Officer (CRO) at the National Archives and Records Administration (NARA).

Duties

Help

As a Director, Records Management Operations, you will:

  • Direct four organizational units that perform the full realm of records management services, including appraisal and scheduling, technical assistance, consultation and analysis of programmatic matters, guidance, general oversight through cross-functional work teams, and the identification and capture of permanently valuable records in all formats from Federal Agencies and their timely transfer to the National Archives.
  • Champion the mission-critical importance of Federal records management across the Federal Government.
  • Communicate to executive and staff levels of government about records management responsibilities, and about records management developments and issues relative to compliance with statutory records management requirements.
  • Advocate for best practices in records management within the Federal sector and leads a nationwide staff of records management professionals who provide records management services.
  • Establish program priorities, objectives and goals in consultation with the Chief Records Officer, supervisors, managers, staff, and senior NARA leaders.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Designated and/or Random Drug Testing may be required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-15 grade level is defined as one year of experience at the GS-14 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience:

  • Experience with archival and records management principles, concepts, practices, and methods. AND
  • Experience and knowledge of the laws, authorities, and regulations that govern the creation, management, and disposition of records in the Federal Government. AND
  • Experience administering a program or managing a staff.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
