Job Duties

The Virginia Department of Veteran Servies is seeking a dedicated and experienced professional to serve as the Suicide Prevention and Opioid Addiction Services Director in the VA Veterans & Family Support department (VVFS) department.

The Suicide Prevention and Opioid Addiction Services (SOS) Director is a senior level role within the Virginia Veteran and Family Support Services section of DVS. The Director serves as the agency’s subject matter expert on suicide prevention and behavioral health among Service Members, Veterans, and their families (SMVF). The SOS Director is the lead for a multi-million-dollar community and research grant program for DVS. The Director develops, implements, and monitors new programs within DVS and among Federal, State, and local organizations to prevent suicide and address opioid addiction among other behavioral health concerns.

Areas Of Focus

  • Oversees data collection and coordination with Federal, State, and local partners on behavioral health challenges and suicide risk factors experienced by SMVF, incidence and prevalence of suicide and lethal means utilized.
  • Monitors SOS grant program development and implementation.
  • Identifies and coordinates new behavioral health and suicide prevention opportunities and funding.
  • Provide resources, technical assistance, and training on suicide prevention and behavioral health initiatives to DVS staff and Federal, State, and local stakeholders.

Minimum Qualifications

Demonstrated ability to complete the following:

To set section’s organizational vision and objectives, and lead, motivate, train, and supervise, personnel in furtherance of the state and agency goals.

To develop and manage budgets, contracts, and other Federal, state, and private resources.

To interact with federal, state, and local government officials, and with agency leadership, suicide prevention team, coworkers, and Service Members, Veterans, and their families.

To build and maintain partnerships at the strategic and operational levels.

To conduct needs assessments, identify gaps and research resources for military-connected individuals and families.

To compose, organize, and produce a variety of complex informational materials for executive and legislative branch briefings, reports, and public relations events.

To develop and deliver educational presentations to legislators, executive branch leaders, and community partners, as well as present training presentations to staff members.

To travel frequently throughout the Commonwealth to build and maintain partnerships with key stakeholders.

Demonstrated Knowledge In The Following Areas

Thorough knowledge of the components of a comprehensive public health approach to suicide prevention including evidence-based best and promising practices for prevention, intervention, and crisis services at Federal, State, and local levels.

Behavioral health concerns (including substance abuse and substance use disorders), treatment, and supportive services to address.

Human services, case management, and care coordination principles.

Oversight of grant life cycle development and management.

Understanding of the military and/or veteran’s communities and cultures and key resources to serve these individuals and families.

Additional Considerations

Prior experience with the military and/or veteran communities is preferred.

Experience leading, managing, and directing the administrative, fiscal, and personnel management of a service-delivery unit.

Experience in designing, monitoring, and evaluating, grant programs and fiscal awards to community services providers and partners.

Experience in working with diverse constituent groups (elected officials, state/local/federal government officials and organizations, veteran service organizations, behavioral health agencies, community groups, boards, etc.).

Proven track record for applying a data driven method for improving, optimizing, and stabilizing business and research processes.

Experience in designing and coordinating academic and/or community research projects and strategic partnerships.

Experience in identifying target population needs, monitoring programs, evaluation of overall program performance, and implementation of policies and procedures.

Knowledge of the Department of Defense, Veterans Affairs, and local medical and behavioral health services is preferred.

A valid driver’s license is required.
