GS-11 Grade Level
Specialized Experience GS-11 level:One year of Specialized experience equivalent to the GS-9 level.
Specialized experience includes advanced qualitative and quantitative techniques for analyzing, evaluating, and measuring the effectiveness and efficiency of organizational operations. Specialized experience also includes skills in applying communication techniques sufficient to present plans and proposals convincingly.
Such experience may have been gained by performing the following duties: composing complex correspondence or other written work to be presented to high level management, external agencies, or their representatives; collecting and researching data for studies or evaluations of programs/operations and making recommendations to management based on findings; using computer systems or applications to process or analyze data and compiling evaluative reports; and researching laws, regulations, guidelines, and approved procedures to provide findings.

Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the competencies described in the "How You Will Be Evaluated" section of the announcement.

- Assist and advise management on the effectiveness and efficiency of the Divisions programs and functions.
- Develops, analyzes, evaluates, and improves the effectiveness of work methods and procedures, management controls, information, and documentation systems.
- Analyzes management techniques, processes, and styles for improving organizational effectiveness.
- Handles correspondence and is privy to sensitive employee and labor relations issues.
- Provides advice and prepares memos for management regarding labor management issues, master agreement discrepancies and managements position on such issues.
- Gathers information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
- Provides position management advice and recommendations to agency managers including providing advice on the distribution of workload among positions and organizations.
- Formulates, presents, executes, and analyzes organizational budgets. Evaluates financial trends and determines compliance with agency guidance.
- Analyzes management techniques, processes, and styles for improving organizational effectiveness.
- Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels.
- Provides advice and prepares memos for the SSDC regarding labor management issues, master agreement discrepancies and management's position on such issues. Keeps all records and timetables concerning Master Agreement matters for the SSD Managers.
- Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs.
- Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, and distribution of work assignments.
