eLearning Developer

Location: Remote (Must reside in the National Capital Region)

Clearance: Secret (required)

Travel: No travel

Customer: DoD

We are seeking an eLearning Developer to support a high-visibility DoD program. This role plays a critical part in developing, managing, and delivering training focused on handling active investigations, complaints, and compliance-related operational processes. You will support the development of eLearning courses and supplemental course materials supporting certification programs.

As an eLearning Developer, you will be responsible for creating engaging and interactive online learning experiences for investigators. You will be using the latest technologies and tools to create high-quality e-learning courses and programs that will meet the needs of learners within the DoD/DOW space.

The ideal candidate is a seasoned eLearning developer with deep instructional design expertise who can manage the full training lifecycle—requirements analysis, course development, onboarding programs, curriculum updates, and training effectiveness assessments—while confidently briefing leadership and guiding cross-functional stakeholders.

Key Responsibilities

eLearning Developer Support

  • Course Development: Build interactive eLearning modules using rapid authoring tools (e.g., quizzes, branching scenarios, and drag-and-drop activities).
  • Multimedia Production: Edit and integrate audio, video, graphics, and motion graphics to enhance the user experience.
  • Collaboration: Work closely with Instructional Designers (IDs) and Subject Matter Experts (SMEs) to translate blueprints and source content into functional digital eLearning lessons.
  • LMS Integration: Publish and test courses within a Learning Management System (LMS) to ensure proper tracking and compatibility with standards like SCORM or xAPI.
  • Quality Assurance: Conduct rigorous testing across multiple browsers and devices to ensure functionality, usability, and accessibility compliance.
  • User Experience: provide SME support on UX testing, design and delivery.

Technical Capabilities

  • Authoring Tools: Expert proficiency in industry-standard software such as Articulate Storyline, Rise 360, or Adobe Captivate, Camtasia, Audiate.
  • Multimedia Software: Strong working knowledge of Adobe Creative Cloud (Photoshop, Illustrator, Premiere Pro, After Effects).
  • Web Technologies: Basic to intermediate knowledge of HTML5, CSS, and JavaScript for highly custom interactions.
  • Design Principles: Solid understanding of User Experience (UX) design and visual hierarchy.
  • Problem Solving: Strong technical troubleshooting skills regarding LMS integration and content delivery.

Training Compliance and Quality Assurance

  • Conduct recurring audits of training centers, training course media, and supplemental eLearning attachments.
  • Identify workforce skill gaps and recommend enhancements to strengthen eLearning course content refreshes.
  • Ensure all eLearning course materials are 508 Compliant and delivery meets quality, compliance, and documentation standards.

eLearning Product Planning and Coordination

  • Support the planning, coordination, and execution of monthly/quarterly eLearning products ahead of training schedules, onboarding timelines, and certification cycles.
  • Manage training calendars, release schedules, comms blasts, and distribution of training materials.

Leadership and Collaboration

  • Support the Senior Project Manager on training mission readiness and operational objectives.
  • Collaborate with management, SMEs, and client stakeholders to design, refine, and validate eLearning strategy.
  • Serve as a senior advisor in curriculum development methodology, instructional standards, and training best practices.

Required Qualifications

  • Active Secret clearance (required).
  • Bachelor’s degree in Business, Education, Instructional Design, or related field.
  • Education: A Bachelor's degree in Instructional Design, Educational Technology, Computer Science, or a related field.
  • Experience: Typically requires 7 to 10 years of hands-on experience in eLearning or multimedia development.
  • Portfolio: A demonstrable portfolio showcasing created eLearning modules, custom interactions, and visual design capabilities.
  • 5 years’ experience using Microsoft SharePoint.
  • Experience with course authoring software like Adobe Captivate and Articulate Storyline 360, Camtasia, Audiate.
  • Strong oral and written communication skills, including facilitation and executive-level briefing experience.
  • Strong organizational and leadership abilities, with proven success managing complex training schedules and multi-group coordination.
  • Proficiency with LMS platforms and Microsoft Office Suite.
