System Software Programmer - Project Lead
Columbia, South Carolina (SC)

The South Carolina Department of Social Services (DSS) is seeking a highly motivated System Software Programmer - Project Lead to join the Division of Technology Services. This role plays a key part in re-engineering initiatives related to Child Welfare systems under FFPSA and CCWIS mandates.
You will lead system programming efforts for the development, maintenance, and enhancement of mission-critical applications that support DSS's core services including foster care, family preservation, and child protection systems.

The South Carolina Department of Social Services (DSS) is seeking a highly motivated System Software Programmer - Project Lead to join the Division of Technology Services. This role plays a key part in re-engineering initiatives related to Child Welfare systems under FFPSA and CCWIS mandates.
You will lead system programming efforts for the development, maintenance, and enhancement of mission-critical applications that support DSS's core services including foster care, family preservation, and child protection systems.
Key Responsibilities:
- Lead development of a secure provider portal for FFPSA-compliant service providers.
- Plan and assist with system design and implementation for CCWIS and AFCARS federal requirements.
- Modify and develop code in VB/ASP.NET and C# that interfaces with MS SQL Server 2019.
- Maintain and enhance the existing Child and Adult Protective Services System (CAPSS).
- Provide support for Human Services and Child/Adult Information portals.
- Collaborate with project teams, development staff, and stakeholders to ensure project goals are met.
- 10 years in designing and implementing medium-to-large software systems using .NET architectures.
- 8 years developing data-driven applications using relational databases.
- 8 years in Windows/web-based software systems development with scalable and secure architecture.
- Expertise in Microsoft OS, and experience with at least two of: application servers, DBMS, messaging, or web server systems.
- Proficiency in communicating software design and implementation decisions clearly to various audiences.
- Strong written and verbal communication skills.

- Languages/Frameworks: C#, ASP.NET, VB.NET, JavaScript
- Reporting: SSRS
- Version Control: TFS

- Entity Framework 6 - a plus
- ASP.NET MVC 3 or higher - a plus
- Experience with child welfare or human services systems (e.g., SACWIS/CCWIS).
