Job Details:
- Job Title: Business Analyst - Technical Writer (Consultant)
- Location: Columbia, SC (Hybrid – 4 Days Onsite, 1 Day Remote)

Important Note:
- Candidate must currently reside in South Carolina or be willing to relocate to South Carolina before the project starts at their own expense.
- Criminal background check is required.
Key Responsibilities:
- Draft and develop RFPs using client templates for multiple enterprise projects.
- Gather requirements from business stakeholders, Subject Matter Experts, and leadership.
- Write business needs, scope of work, technical requirements, deliverables, staffing requirements, and evaluation criteria.
- Facilitate meetings to collect missing information and ensure complete documentation.
- Identify mandatory requirements, formatting standards, page limits, and proposal scoring criteria.
- Support compliance documentation and procurement activities.
- Work closely with Medicaid Systems leadership and project teams.
- Manage multiple high-priority projects simultaneously.
Required Qualifications:
- Bachelor's degree.
- Minimum 2 years of Technical Writing experience.
- Strong experience writing structured technical documentation, RFPs, proposals, or procurement documents.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, and Visio.
- Experience working with document templates and branding/style guidelines.
- Excellent written and verbal communication skills.
- Strong organizational skills with exceptional attention to detail.
- Ability to collaborate with cross-functional teams and stakeholders.
- Strong English communication skills.
Preferred Qualifications:
- Previous State Government or Public Sector experience.
- Experience with procurement processes and RFP development.
- Experience with SharePoint, MS Project, Access, Visio, and other project management tools.
- Medicaid or Healthcare Claims Systems project experience.
