Position Details:
Job Title: Project Manager – Consultant
Location: Columbia, SC
Work Model: Fully Onsite initially (Eligible for 2 days telework per week after 3 months based on project milestones)
Duration: 12 Months (Possible Extension)
Interview: 1 Round – Virtual/Online
Important Notes:
- Candidate must currently reside in South Carolina. No relocation allowed.
Key Responsibilities
- Lead and manage complex technology projects using hybrid Agile methodologies.
- Oversee the Application Migration and Modernization initiative for the agency.
- Develop and maintain project plans, schedules, deliverables, and risk management strategies.
- Facilitate collaboration between business leaders, product owners, and technical teams.
- Conduct Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
- Provide executive-level status reporting and project presentations to leadership.
- Ensure projects are delivered on time, within scope, and within budget.
- Mentor and guide junior project managers and project staff.
- Ensure compliance with state procurement policies, fiscal regulations, and vendor management practices.
- Support enterprise planning, systems integration, and cross-agency collaboration.
Required Qualifications
- Bachelor’s degree in Business, Public Administration, Information Systems, or a related field.
- Project Management Professional (PMP) Certification.
- Agile certifications such as PMI-ACP, SAFe Agilist, or Disciplined Agile Scrum Master (DASM).
- 5 years of experience managing large-scale projects of moderate complexity and risk.
- Experience leading Agile teams and managing project lifecycles.
- Proficiency with Agile project management tools such as Microsoft Planner (Premium), JIRA, or similar tools.
Preferred Qualifications
- Master’s degree in Business Administration, Public Administration, Information Technology, or related field.
- 10 years of project management experience, preferably in government or enterprise environments.
- Experience managing application migration and modernization projects for government agencies.
- Experience leading complex IT projects involving cross-agency collaboration.
- Familiarity with South Carolina state government operations and policies.
- Knowledge of state procurement regulations, contract negotiation, and vendor management.
