Vanguard Maintenance & Electrical Inc. is a leading low-voltage controls installation contractor serving commercial, industrial, and institutional clients across Texas and New York. As we continue to grow across two of the most demanding regulatory environments in the country, we are looking for a Director of Safety to lead our safety culture from the field up.

Position Summary

The Director of Safety will own the strategy, execution, and continuous improvement of Vanguard's safety, health, and environmental program across all Texas and New York operations. This is a hands-on leadership role responsible for ensuring full compliance with federal OSHA standards and the distinct regulatory frameworks of both states, building out a best-in-class training program for field technicians and supervisors, and driving a measurable reduction in incidents, near-misses, and EMR.

The ideal candidate is a working safety leader — equally comfortable writing policy in the office, walking a jobsite in Dallas or the Bronx, and standing in front of a classroom of installers delivering training that actually sticks.

Key Responsibilities

  • Program Leadership & Compliance
    • Develop, implement, and continuously refine Vanguard's company-wide safety program, ensuring compliance with federal OSHA (29 CFR 1910 and 1926), Texas Department of Insurance / TDLR requirements, NYC DOB Site Safety regulations, NY PESH, and applicable local jurisdictional codes.
    • Maintain expert-level knowledge of low-voltage and electrical safety standards including NFPA 70E, NEC, lockout/tagout (LOTO), arc flash, and confined space requirements.
    • Ensure compliance with NYC DOB Local Laws (including SST card requirements under Local Law 196), site safety plans, and the NYC 40-hour and supervisor training mandates.
    • Oversee Texas-specific requirements including TDLR licensing alignment, workers' compensation programs, and DART/TRIR reporting.
    • Manage all OSHA recordkeeping (300, 300A, 301), incident investigations, root cause analysis, and corrective action plans.
  • Training & Development
    • Design, build, and personally deliver a comprehensive in-house training curriculum covering: OSHA 10/30, NFPA 70E, fall protection, ladder safety, aerial/scissor lift, LOTO, electrical safety for low-voltage technicians, PPE, defensive driving, and jobsite-specific hazard recognition.
    • Serve as an authorized OSHA outreach trainer; build and certify a bench of internal trainers across both regions.
    • Develop NYC-specific training pathways to ensure all field personnel meet SST card requirements where applicable.
    • Create onboarding safety orientations for new hires and refresher curricula for tenured staff.
    • Measure training effectiveness through assessments, field observations, and leading-indicator metrics.
  • Field Leadership
    • Conduct regular jobsite audits across active TX and NY projects, providing real-time coaching and corrective guidance.
    • Partner with Project Managers, Superintendents, and Foremen to integrate safety into pre-task planning, JHAs, and toolbox talks.
    • Lead serious incident response, including investigation, regulatory reporting (OSHA 8-hour and 24-hour notifications), and client communication.
    • Serve as primary point of contact for OSHA, PESH, NYC DOB, and other regulatory inspectors
  • Strategy & Reporting
    • Report monthly to executive leadership on leading and lagging indicators (TRIR, DART, EMR, near-misses, training completion, audit scores).
    • Drive EMR and insurance premium improvement through demonstrable program performance.
    • Manage safety budget, vendor relationships (PPE, training platforms, occupational health partners), and subcontractor safety prequalification.
    • Lead client safety prequalification submissions (ISNetworld, Avetta, Veriforce, etc.).
Required Qualifications

  • Minimum 10 years of progressive safety leadership experience, with at least 5 years in electrical, low-voltage, mechanical, or specialty trade construction.
  • Demonstrated working knowledge of OSHA 1910 and 1926 standards, NFPA 70E, and electrical safety practices for low-voltage environments.
  • Hands-on experience managing safety programs across multiple states, with specific, current expertise in both Texas and New York regulatory environments — including NYC DOB site safety requirements and Local Law 196.
  • Active OSHA Authorized Outreach Trainer status (OSHA 500 and/or OSHA 501) — or willingness to obtain within 90 days.
  • Proven ability to design and deliver training to a blue-collar workforce — this role teaches, not just audits.
  • Strong incident investigation skills with experience leading root cause analysis (5 Whys, TapRooT, or similar).
  • Excellent written and verbal communication; comfortable interfacing with executives, field crews, clients, and regulators.
  • Bachelor's degree in Occupational Safety, Industrial Hygiene, Engineering, or related field — equivalent experience considered.
  • Valid driver's license and willingness to travel regularly between Texas and New York job sites (estimated 30–50% travel).

Preferred Qualifications

  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or Associate Safety Professional (ASP).
  • NYC DOB Site Safety Manager (SSM) or Site Safety Coordinator (SSC) certification.
  • Experience with building automation, fire alarm, security, or systems integration contractors.
  • Bilingual (English/Spanish) strongly preferred.
  • Experience implementing safety management software (Procore, HammerTech, SafetyCulture, etc.).
  • Familiarity with ISNetworld, Avetta, and Veriforce client prequalification platforms.
