The Real Property Appraiser performs responsible administrative and technical work in real estate appraising for the Tax Department. An employee in this class performs intermediate skilled technical work appraising, assessing and reassessing real property for tax purposes, conducting field investigations, assisting citizens with real property appraisal and tax matters and performing related work as apparent or assigned. Work is performed under regular supervision and is evaluated through conferences, review of work, records and documents and feedback from citizens.
Requires an Associate’s degree and two (2) years of related experience, or equivalent combination of education and experience.
Licenses or Certifications:
None.
Knowledge, Skills and Abilities:
The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Tasks may require the following abilities: walking, sitting, speaking, hearing, using hands to finger, handling, feeling, repetitive motions, pushing, pulling, standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms, and lifting Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have the visual acuity to prepare and analyze written or computer data, use measuring devices, operate motor vehicles or equipment, and observe general surroundings and activities.
WORK ENVIRONMENT
Work is performed in a relatively safe, and secure work environment, both indoors and outdoors. Work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and working in high, precarious places. Work is generally performed in a moderately noisy locations.

- Discovers, lists, and appraises all real property and some personal property in the county.
- Assesses new construction, renovations, additions and demolitions based on data from building permits.
- Maintains and reviews parcels for accuracy, updates property record cards, and adjusts property values.
- Tactfully and professionally confers with property owners, contractors, other real estate professionals, and the general public on current market values and other related inquiries as needed.
- Assists the Property Evaluation Manager in developing values for all real property for an eight-year cycle revaluation and act as a liaison with the Appraisal Firm for this project.
- Defends values before the Board of Equalization and Review and/or Property Tax Commission, as needed.
- Performs other related duties as assigned.

Licenses or Certifications:
- Possession of a valid driver’s license.
- Possession of or ability to obtain North Carolina Department of Revenue Real Property Appraiser certification within one (1) year of employment.
- Must continue education through classes and conferences to maintain certification.

Knowledge, Skills and Abilities:
- Knowledge of local government operations, policies and plans, and modern office practices and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
- Knowledge of principles and practices of real estate appraising for assessment purposes.
- Knowledge of building construction practices and land valuation.
- Knowledge of the state laws and ordinances relating to real property assessing.
- Skill in using independent initiative, judgment, and accuracy.
- Skill in working with property owners and their representatives in a tactful manner.
- Ability to read and understand building construction plans and specifications.
- Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values.
- Ability to write clear and concise reports; ability to establish and maintain effective working relationships with contractors, consultants, associates and the general public
- Ability to meet and deal with employees and the public in an effective and courteous manner.
- Ability to get along with others, and work effectively with the public and co-workers.
- Ability to multi-task and work within deadlines.
- Ability to deal with confidential and sensitive matters.
- Ability to use computers for data entry, word processing, and accounting purposes.
