This employee would be responsible for determining and/or re-determining eligibility for income maintenance programs of Long Term Care, Special Assistance and CAP for the Vance County Department of Social Services. Work could involve interviewing new applicants, obtaining required verifications and determining initial eligibility for assistance and/or maintaining an ongoing caseload of the aforementioned programs. Employee must possess a good knowledge of other income maintenance programs and community resources. Work involves direct contact with customers and/or their families while providing technical expertise to providers on issues impacting their eligibility. Employee must be able to work with complex mathematical, medical and legal issues. Employee must be able to read, analyze and interpret a variety of regulations and resolve complex issues while working within timeframes. Worker must be fluent with NC FAST and able to enter data into NC FAST and use Job Aids in FAST HELP for detailing evidence needed for case processing.
Work with clients includes the gathering of information through the interview process for the purpose of determining applicant/client eligibility as well as to inform the client of their rights and obligations as prescribed under program policies.
Work involves performing all of the following functions: intake; processing and review.
In the intake process; employees are responsible for obtaining all pertinent data concerning the clients' family composition; financial; employment and health status.
Employees may also be involved in processing clients' application through the verification of all information obtained during intake.
Work may also involve the redetermination or review of the clients' case on a periodic basis; in order to reverify the clients' eligibility for continued participation in the program.
Knowledge, Skills & Abilities
Thorough knowledge of income maintenance program assigned.
Considerable knowledge of all agency and community programs and services which could affect the client/applicant.
General knowledge of all income maintenance programs.
Good mathematical reasoning and computational skills.
Ability to read; analyze; and interpret a variety of regulations; policies and procedure of varying complexity.
Ability to work independently and prioritize work.
Ability to instruct and evaluate the work of lower level employees.
Ability to train employees in new and existing rules; regulations; policies and procedures.
Ability to understand the needs and problems of clients/applicants.
Ability to perform caseworker function under and within structured time frames
Must be human services oriented and possess the ability to interact well with the supervisor; co-workers and customers and be able to work in a team environment.
Must be computer proficient.
Minimum Training and ExperienceTwo years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience
Work Environment
The population that is served consists of the aged; blind and disabled adults who require skilled nursing level of care.
