We are seeking a Municipal Inspector to join our team in Bethlehem, PA. The Municipal Inspector will observe and inspect municipal project and site improvements for developments for primary municipal clients.
This position requires the documentation of work completed by various contractors and verification/documentation that work was performed within the project and client requirements as directed by the project manager (PM). A municipal inspector may also undertake tasks to collect field information related to capital improvements and items to address client needs. Daily reports will be maintained by the inspector along with photos for projects as directed by the PM. Due to the nature of Municipal clients work assignments may include inspection/observation of road improvements, park improvements, sewers (sanitary and storm), water, curb, sidewalk, grading, concrete work, etc. The Municipal Inspector is also responsible for observing and documenting site safety conditions and contractor compliance with applicable safety standards, including OSHA regulations. The inspector shall report unsafe conditions, practices, or potential hazards to the Project Manager (PM) in a timely manner.
Primary Duties
- Act in the capacity of inspector/observer to assist Project Manager/Firm in providing extensive observation of construction project and serve as Project Manager/Firm liaison with Contractor.
- Attend pre-construction & weekly job progress meetings.
- Conduct on-site observations of the work in progress to assist Project Manager in determining if the Work is proceeding in accordance with the Contract Documents, both alone and/or as part of a team.
- Provide and maintain all records related to the project in question including daily quantities.
- Keep a diary or log book of all observations and daily activities for ongoing work and provide Engineer with daily reports to include all labor trades and equipment supplied by Contractor.
- Review applications for payment with Contractor and confer with PM on recommendations for progress payments.
- Prepare a final punch list at substantial completion and perform final project review for project closeout.
- Construction and building inspectors examine worksites, both alone and as part of a team. Most work full time during regular business hours.
- Observe contractor work practices for general compliance with safety standards, including OSHA regulations related to excavation, trenching, confined space entry, work zone safety compliance, and document / report unsafe conditions to the PM.
Knowledge, Skills, and Abilities
- Basic knowledge of construction site safety practices and OSHA regulations
- Good communication skills, with the ability to work with others and the public
- Self-motivated, organized, and focused, with good attention to detail
- Ability to utilize digital camera, phone or tablet for taking photos
- Ability to write and prepare inspection reports
- Proficient in English.
Certifications/Licenses Required
- Valid Driver’s License
- Clean driving history
Preferred Certifications
- NICET Certification
- OSHA Training Courses
Physical Demands and Working Environment
While performing the duties of this job, the employee works primarily in the field and may be exposed to outside inclement weather conditions.
Work requires:
- Full range of motion and ambulation.
- Ability to walk long distances (1 mile /20 acres ) on undeveloped and uneven terrain.
- Frequent and daily use of technology and computers to file project, time, and expense reports.
- May occasionally require lifting up to 25 pounds.
- Travel to worksites and regional offices worksites.
- Must be able to work safely in active construction environments, around heavy equipment, near open excavations, and within traffic work zones.
- Work site dependent: Basic Personal Protective Equipment will be required.
