Key Responsibilities:
- Technical Team Manager must possess at least ten (10) years of experience leading technical delivery of complex or web-based applications.
- Coordinate the understanding of project technical requirements across Contractor and Subcontractor technical teams.
- Ensure project requirements are successfully translated into technical solutions, implementation activities, and accepted project deliverables.
- Serve as the primary technical liaison between Contractor, Subcontractor (as applicable), OPRHP, and NYS ITS.
- Provide technical leadership and guidance throughout the project lifecycle.
- Collaborate with project stakeholders, technical teams, and external partners to ensure successful project execution.
- Support project planning, technical estimation, risk management, and solution delivery activities.
- Ensure technical solutions align with business requirements, project objectives, and organizational standards.
Required Qualifications:
- Minimum ten (10) years of experience leading technical delivery of complex web-based applications and enterprise systems.
- Experience serving as the primary technical liaison for design and development teams when working with external stakeholders and technical partners.
- Experience translating technical complexities and design decisions into clear business terms for project stakeholders.
- Ability to work closely with Project Managers and Business Analysts to ensure analysis activities are properly estimated and incorporated into project schedules.
- Experience managing requirements validation activities and ensuring project scope remains aligned with approved requirements.
- Ability to prepare mitigation strategies, change requests, and impact assessments when project scope changes are identified.
- Strong leadership, communication, stakeholder management, and team coordination skills.
- Experience working within Agile, Scrum, Hybrid, or Waterfall project delivery environments.
- Serving as the primary technical liaison for the design and development teams when interacting with external stakeholders and technical partners.
- Working across teams and disciplines to identify and define solutions, such as custom code, database design, complex data migrations, application integrations, platform performance, project/sprint planning, and advanced problem solving.
- Translating technical complexities to project stakeholders, ensuring thorough understanding of design decisions.
- Working closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule.
- Working with the Project Team to ensure requirements validation stays within scope or preparing a mitigation proposal and or change request if the scope needs to be revisited.
