Scope of Project:

• The Oklahoma State Department of Health is seeking an experienced Project Manager to join its Project Management Office.
• The Project Manager will oversee assigned projects from initiation through closure, ensuring they are completed on time, within budget, and in alignment with the agency’s strategy, mission, commitments, and goals.
• The position will serve as a primary point of contact for agency resources, vendors, stakeholders, and project activities throughout the project lifecycle.

Responsibilities:

• Manage medium- to extra-large-complexity projects throughout the complete project lifecycle using appropriate methodologies, tools, planning, and communication practices.
• Define and manage project scope, objectives, schedules, budgets, resources, risks, dependencies, and deliverables.
• Acquire, develop, coordinate, and manage project teams and required resources.
• Prepare and maintain project plans, status reports, executive updates, and key metrics for the PMO dashboard.
• Manage project changes using established change-management practices and PMO guidance.
• Identify project risks, develop mitigation plans, remove blockers, and escalate issues when necessary.
• Manage vendor relationships, contract processes, and deliverables from initiation through closure.
• Ensure project activities and deliverables comply with applicable federal, state, and agency guidelines.
• Coordinate with stakeholders and subject-matter experts throughout project planning and implementation.
• Perform gap analysis and root-cause analysis and provide recommendations to support successful project outcomes.
• Facilitate meetings, workshops, and group discussions, particularly when an independent facilitator is required.
• Complete project implementation, transition, documentation, and formal closure activities.

Required Skills and Experience:

• Experience managing projects using Waterfall, Agile, and Hybrid methodologies.
• Experience managing medium- to large-scale projects through the complete project lifecycle.
• Strong understanding of project scope, scheduling, budgeting, risk management, change management, resource planning, and project governance.
• Knowledge of the Project Management Institute’s PMBOK Guide and Standards.
• Strong familiarity with or ability to use Microsoft Project.
• Experience preparing project status reports, performance metrics, and stakeholder communications.
• Experience managing vendors, contracts, project deliverables, and cross-functional teams.
• Ability to perform gap analysis, root-cause analysis, and risk assessment.
• Strong meeting facilitation and stakeholder-management skills.
• Excellent verbal and written communication skills, with the ability to interact professionally with all levels of staff.
• Strong analytical, problem-solving, decision-making, and multitasking abilities.
• Well-organized and detail-oriented.

Preferred Skills:

• Project Management Professional (PMP) certification.
• Previous project management experience within a government, public-sector, healthcare, or regulated environment.
• Experience working within an enterprise Project Management Office.
