GOAL To provide comprehensive human resources support and administrative services to ensure efficient personnel management, regulatory compliance, and effective employee lifecycle processes for Uxbridge Public Schools. QUALIFICATIONS Degree in Business, Human Resources, Technology, or related field preferred. Minimum of three years' experience working in an administrative capacity in a Human Resources department; school district experience preferred. Demonstrated proficiency in working with computer applications such as spreadsheets, Microsoft products, and municipal databases such as Harpers and MUNIS for the management of staff, certification, and licensure requirements. Experience with student information systems (PowerSchool), evaluation systems (TeachPoint/Vector Solutions), and substitute management systems (SmartFind) preferred. Knowledge of Massachusetts public school employment law, regulations, and collective bargaining agreements preferred. Experience with DESE licensure and certification systems preferred. Strong organizational, interpersonal, and communication skills required. Ability to work independently with minimal supervision and manage multiple priorities simultaneously. PERFORMANCE RESPONSIBILITIES Employee Lifecycle Management Complete the hiring process for all new employees and substitutes, including communicating with candidates about required documentation, meeting with them in person to receive information, reviewing submitted materials, and forwarding completed packets to the appropriate personnel. Develop and maintain spreadsheets, databases, and HR management systems (including PowerSchool and TeachPoint/Vector Solutions) related to employee and substitute hiring, retention, certification, licensure, and all other aspects of the employment process. Enter new hires and account numbers into Harpers payroll system and coordinate with Finance as needed for budget alignment. Maintain all calculations relating to hiring, terms, grants, and rate changes from appointment letters as part of the HR function. Setup new employees and substitutes in SmartFind system, manage employee attendance tracking, and monitor staff absences through accurate entry and management of all personnel in the system. Onboard new staff to the substitute list upon recommendations from building principals and/or directors. Coordinate new hire orientation and onboarding. Maintain confidential files including all district employee personnel records in accordance with state and federal record retention requirements. Respond to staff questions regarding annual pay and benefits, forwarding payroll-specific questions to the payroll department and timeslip questions to Town Hall as appropriate. Compliance & Regulatory Serve as the primary liaison with the Department of Elementary and Secondary Education (DESE) regarding educator certification and licensure matters. Monitor validity of educator licensure and ensure timely renewals. Manage degree change applications, transcript submissions, and coordinate budget changes with Finance department. Process intent to move on salary schedule approval letters. Responsible for CORI data input and retrieval for district. Responsible for Suitability Determination input and retrieval for district. Manage and track all FMLA requests for the district, including preparation and distribution of FMLA approval letters and forms. Manage employee training requirements for both district and state. Track and monitor completion of yearly staff evaluations. Benefits & Compensation Process enrollment and cancellation of health and dental insurance for active employees and retirees. Complete retiree MTRS/Worcester County pension applications. Track and process tuition reimbursement and credit reimbursement forms. Serve as Sick Bank Committee representative. Conduct quarterly reconciliations with payroll and benefits. Update payroll forms and information on the district website. Data Management & Reporting Generate reports, analyze data and statistical information regarding personnel and applicants as requested by administration. Develop and maintain documentation of data systems, standards, and procedures. Collective Bargaining & Legal Support Gather and prepare confidential material connected with collective bargaining and other legal matters, as directed by the Director of Human Resources in support of the Superintendent. Gather and prepare confidential material connected with documentation of independent personnel contracts. Develop job descriptions and postings at the direction of the Director of Human Resources, in accordance with applicable collective bargaining agreements and district policies. Assist with the budget process as it relates to collective bargaining agreements in the school district. Additional Support Functions Assist administration in the recruitment of qualified staff for the district, performing analysis of needs and trends. Work collaboratively with the Town's HR Department on Workers' Compensation reporting for the district. Attend personnel-related meetings at the request of administration to provide support, take confidential notes, and assist with documentation of personnel matters. Support internal investigations by maintaining confidential documentation and coordinating logistics as directed by administration. Perform any other related duties as assigned by the Director of Human Resources or designee. REPORTS TO Reports directly to the Director of Human Resources. TERMS OF EMPLOYMENT 12-month position, 35 hours per week Work schedule: 7:30 am to 3:30 pm with one hour unpaid lunch, with flexibility based on school schedules or appointments as needed Salary commensurate with experience and qualifications Benefits as per district policy SCOPE OF POSITION This position is responsible for: Human resources functions including hiring, onboarding, personnel records, benefits administration, and employee lifecycle management Entering new hires and account numbers into Harpers payroll system Maintaining calculations from appointment letters related to hiring, terms, grants, and rate changes PHYSICAL REQUIREMENTS The position requires a moderate amount of walking, standing, sitting, and climbing stairs and step stool whenever necessary. Activities also include moderate physical exertion in body movement such as reaching, bending, twisting, grasping, pushing, and pulling of objects. The position requires lifting objects up to 20 pounds on a frequent basis and occasionally lifting objects over 20 pounds. There is a frequent requirement of fine manipulation associated with the required use of a computer, typewriter, keyboard, calculator, and other business machines. EVALUATION Performance evaluated annually by the Director of Human Resources in accordance with district policy.
