Description:
The United States Space Force (USSF) Space Systems Command (SSC) is searching for a Ground Acquisition Program Manager (NH-1101-03, GS 12/13 equivalent) in the Capability Acquisition Narrowband Satellite Communications (SYD 88/NX) program office located in San Diego, CA. SYD 88/NX is responsible for the execution of the Mobile User Objective System (MUOS) Service Life Extension (SLE) program. MUOS SLE involves the procurement of two additional satellites and modernization of the existing ground segment to extend MUOS constellation availability to 2035 and extend the ground segment service life to 2040. Key responsibilities of the position:
- Provide Program Management support to a Narrowband SATCOM System Program Manager (SPM).
- Conduct market research and perform acquisition planning. Work with System Program Managers (SPMs), Project Managers, Engineers, and other personnel to develop Performance Work Statements (PWS), Contract Data Requirements Lists (CDRLs), Independent Government Cost Estimates (IGCEs), Award Fee Evaluation Plans, and other contract and acquisition documentation. Assist with evaluation of Contractor proposals.
- Manage Prime Contractor performance on the MUOS production and modernization contract(s). Provide program management and Government oversight for development/design, production, integration, and test activities. Review data items including but not limited to plans, study reports, drawings, technical reports, test reports, and certifications.
- Participate in Space-Ground integration efforts across a cross-functional organization including the space/satellite Prime Contractor, Ground Modernization Prime Contractor, Systems Engineering, and Systems Integration personnel. Participate in Interface Control Working Groups.
- Coordinate with Chief Engineer, systems engineering support contractor, Federally Funded Research and Development Center (FFRDC) personnel, and COR/TPOC to complete required engineering assessments/reviews, studies, and reports.
- Establish and maintain working relationships with counterparts or management officials at Combatant Commands, Combat Forces Command (CFC), Space Systems Command (SSC), warfare centers, Federally Funded Research and Development Centers (FFRDCs), Space Training and Readiness Command (STARCOM), National Security Agency (NSA), Headquarters United States Space Force (USSF), and other stakeholder organizations.
- Provide status and updates for the program Integrated Master Schedule (IMS). Manage risks and participate in Risk Review Boards. Work with Engineers and Cost Estimators to develop project cost estimates and submit funding requirements to the Business Operations Board. Prepare reports and briefings to inform leadership and stakeholders of project status and outcomes.
Ideal Candidate:
1. Experience in DoD or Federal Government product or service acquisition.
2. Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Acquisition System policies and procedures.
3. Technical knowledge of satellite communications and/or Information Technology network systems.
4. Ability to communicate both orally and in writing with various levels of high-ranking military and civilian personnel.
