Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade level (or equivalent).

- As a Management Analyst, you will:
- Advise on potential impacts in support of the organization's operational testing mission
- Conduct analysis and develop recommendations for operational testing improvements
- Advise on potential impacts in support of the organization's operational testing mission
- Prepare various information reports, policy directives and planning documents for the organization's testing program
- Identify information sources and assembles background data to conduct analysis and prepare briefings
- Perform budget analysis for execution of funds for the testing branch
- Formulate and execute long range plans for program printing requirements and make adjustments as needed
- Review all funding documents for accuracy before submission
- Prepare specifications for yearly printing contracts
- Specify operational and promotional publications and/or items in support of the organization's testing program
- Conduct press sheet inspections to set standards for printing
Conditions of employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as non-sensitive and requires a personnel security background check.
- Press sheet inspections to printing plants may involve duty hours that extend beyond an eight-hour workday and into the night, depending on the press schedules.
