Job Summary
This position is located in the APHIS Marketing & Regulatory Programs Business Services, MRP IT and participates in agency-wide and programmatic projects that support a single or multiple agencies.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Preparing project documentation, briefings and provide in-person presentations to management, stakeholders, or customers. Developing project cost estimates, initiate funding/budget request, identify problems, recommend solutions, and/or managing project risks. Leading and managing IT projects assignments, establishing project priorities, and/or updating stakeholders on progress. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The duties may include, but are not limited to:Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.Identifies customers' information systems requirements.Designs or conducts analytical studies, cost-benefit analyses, or other research.Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures.Ensure IT systems development efforts and that projects are completed on time, within budget and that systems perform as planned.
