Duties

  • Provides cybersecurity systems development/analysis expertise in designing, integrating, and updating comprehensive system security measures, ensuring compliance with security requirements, conducting risk assessments, developing cybersecurity solutions, and providing guidance on system implementation, all while addressing critical operational needs and mitigating risks.
  • Serves as senior systems engineer responsible for designing, implementing, and integrating hardware, software, andcybersecurity measures, while ensuring adherence to requirements and driving system performance and security.
  • Develops and maintains business, systems, and information processes necessary for ensuring the consistency ofsystems and architectures with cybersecurity guidelines, prioritizes critical business functions, implements datamanagement standards, and maintains databases for optimal performance and data integrity.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Commercial certification in Enterprise Linux systems engineering is highly desired. Red Hat Certified Engineer (RHCE) certification is preferred.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge of a broad range of computer telecommunication concepts and principles, operating modes, related software systems, processes, and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Knowledge of safety and security, and regulations, practices, and procedures; and security procedures to maintain control of classified material. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of cybersecurity systems development/analysis, including designing and integrating comprehensive system security measures, conducting risk assessments, and providing guidance on system implementation.
  • Ability to design, implement, and integrate hardware, software, and cybersecurity measures while ensuring adherence to requirements and driving system performance and security.
  • Skill in developing and maintaining business, systems, and information processes to ensure consistency with cybersecurity guidelines, prioritize critical business functions, and maintain databases for optimal performance and data integrity.
  • Advanced proficiency in hands-on Linux systems engineering tasks, including designing, implementing, and administering Linux-based systems, deploying and managing Enterprise Linux distributions (e.g., Red Hat, CentOS),configuring and securing virtualization frameworks, and employing system monitoring tools.
  • Proficiency in hands-on database management tasks, including designing, implementing, and administering database systems, deploying and managing database distributions (e.g., PostgreSQL, MongoDB, etc.) and key-value stores (e.g.,Redis, etc.), configuring and securing database environments, and utilizing database monitoring and performance tuning tools.
  • Advanced expertise in information security laws, regulations, and frameworks, vulnerability assessments, security log analysis, policy development, security technology evaluation, and effective communication with cross-functional teams. Advanced skills in designing, implementing, and managing complex infrastructure systems, proficiency in infrastructure automation and configuration management tools (e.g. Ansible), experience in deploying and maintaining infrastructure platforms (e.g. Red Hat OpenShift, Kubernetes), expertise in network architecture and security protocols, knowledge of virtualization/containerization technologies (e.g. libvirt, CRI-O), and the ability to operate within cross-functional teams to ensure reliable and scalable infrastructure solutions.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP)under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Information Assurance Certifications is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within 6 months of assignment to these duties. A waiver of this 6-monthrequirement may be granted per DoD 8570-01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. IA Category 3 - Technical/Level II (2).
  • A bachelor's degree in Computer Science, Cyber Security, Information Technology, Software Engineering, Information Systems, Computer Engineering; or related field, along with a minimum of 8 years of demonstrable experience in systems development, analysis, and implementation is highly desired. A master's degree in one of these fields is preferred.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
