This Human Resources Specialist (Information Systems) is located in the Talent and Acquisition Management (TAM) Branch within the Office of the Chief Human Capital Officer (OCHCO) at the U.S. National Science Foundation. The primary purpose of the position is to establish systems, operating processes, and procedures, and prepare and present human capital data analytics reports, workforce planning/staffing data tools, and presentations to workforce planning and talent management stakeholders.

Qualifications:

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal serviceoverseeing and managing the overall functionality of various Human Resources Information Technology (HRIT) systems and platforms; and using Human Resources Information Technology systems to collect and analyze Human Resources (HR) data to identify trends, resolve discrepancies, create reports, and make recommendations to support workforce planning efforts.

Examples of Specialized Experience include:
  • Provides day-to-day operational oversight of HR-related IT systems, supporting system stakeholders, and ensuring that the systems operate efficiently and effectively.
  • Monitors HR IT system functionality and emerging HR technologies to resolve issues and recommend process improvements.
  • Supports Human Capital initiatives and HR decision-making efforts by analyzing HR data.
  • Performs a variety of staffing and recruitment-related tasks utilizing HRIT systems.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As an HR Specialist (Systems Analytics), you will perform the following duties:
  • Oversee and monitor Human Resources systems to support OCHCO's mission.
  • As a subject matter expert, you will assist project teams focused on Human Resources (HR) information systems. These systems include, but are not limited to, the Federal Payroll and Processing System (FPPS), the eRecruit system through NSF's Talent Acquisition Systems (currently USA Staffing), Oracle Business Intelligence Enterprise Edition (OBIEE), Electronic Official Personnel Files (eOPF), the Workforce Tracking and Transformation System (WTTS), and ServiceNow. Your work will impact various business processes and operations. Responsibilities may include providing system requirements, verifying HR processes, and participating in planning committees.
  • HR data analytics work involves collecting, analyzing, and reporting HR data to improve business outcomes and make better workforce decisions. It helps organizations understand their workforce, measure the impact of HR policies, and make data-driven decisions. HR analytics is the process of using data to understand and improve human resources, including areas like recruitment, performance management, engagement, and retention. By analyzing HR data, organizations can identify trends, patterns, and areas for improvement, leading to more effective HR practices and better business outcomes.
  • You may also serve as an HR Specialist, offering staffing and recruitment services to NSF's directorates. This includes collaborating with leadership to develop strategies for filling vacancies, creating assessment criteria for candidates, crafting job announcements, and guiding managers in the selection and onboarding processes.
