This position is located in the Judicial Security Division (JSD).
The selectee of this position serves as a Program Manager responsible for managing nationwide Court Security Officer (CSO) workforce that is allocated in over 400 facilities throughout the U.S and its territories. The incumbent implements new security strategies to mitigate risk and increase funding utilization of the CSO Program; providing direct support and program recommendations to JSD leadership.
To qualify at the GS-14 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:

Qualifications:
TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.- One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
To qualify at the GS-14 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
- Analyzing security measures or programs to measure and evaluate performance and identify ways to mitigate risk;
- Participate in information planning sessions and report on the status and progress of strategic objectives related to security;
- Review contracts and identify program resource needs and funding needs for the annual budget; and
- Draft guidance and direction regarding security program management and reporting.
SPECIAL REQUIREMENTS:
- Occasional CON US and OCONUS travel, less than 10%, is required. The incumbent must be eligible for a passport. Occasional evening/weekend work is required.
- The incumbent is required to file a Final Disclosure Statement, Form OGE-450.
Responsibilities:
As a Program Manager at the GS-0340-14 grade level, some of your typical work assignments may include, but are not limited to, the following:- Manage the implementation and oversight of annual Court Security Officer (CSO) enhancements to include full-time and shared-time alignment to provide greater security coverage.
- Implement new security strategies to mitigate risk and increase funding utilization and align CSO Program with budgetary allotments while reducing risk to the Judiciary.
- Lead analytical studies to identify problem areas and provide program recommendations to JSD Leadership regarding funding projections, workforce management, and security needs.
- Develop annual Base Budget and needs to adequately staff and procure necessary equipment to provide security services to the Judiciary.
- Participate in Technical Evaluation Boards to review and create reports that lead to the awarding of contracts.
