Position Overview
We are looking for a highly organized and detail-oriented HR & Payroll Specialist to take full ownership of our human resources functions and end-to-end payroll processing. As the sole person responsible for payroll, you will ensure our office staff and field crews are paid accurately and on time. This is a "hands-on" role that requires a deep understanding of construction labor regulations and the ability to manage the unique needs of a construction workforce.
Key Responsibilities
1. End-to-End Payroll Administration (Primary Focus)
- Execute full-cycle payroll processing for both hourly field crews and salaried office employees.
- Collect and verify weekly timesheets from Job Site Foremen to ensure accurate hour allocation and job costing.
- Manage all payroll-related taxes, statutory deductions, and year-end reporting (e.g., W-2s or equivalent).
- Handle payroll inquiries, wage garnishments, and final checks for terminated employees.
- Maintain and update the payroll system/database with new hires, rate changes, and benefits deductions.
2. Talent Acquisition & Onboarding
- Manage recruitment for all levels, from Estimators and Project Managers to Field Installers and General Laborers.
- Draft offer letters and conduct comprehensive onboarding, ensuring all site-specific safety paperwork and compliance documents are completed.
3. Benefits & Compliance
- Administer company benefits programs (Health Insurance, 401k, etc.), including enrollment and invoice reconciliation.
- Ensure the company remains in full compliance with federal, state, and local labor laws.
- Manage Workers’ Compensation claims and coordinate with the insurance carrier.
4. Employee Relations
- Serve as the primary point of contact for all employees regarding HR policies, pay issues, and benefits.
- Maintain a positive, direct-relationship culture across the office and job sites.
- Maintain accurate personnel files and HR records.
Qualifications
- Experience: 3 years of HR experience, with at least 2 years of hands-on payroll processing experience
- Industry Knowledge: Familiarity with construction-specific payroll
- Technical Skills: Proficiency in payroll software (e.g., ADP, Gusto) and Google Sheets
- Attention to Detail: Exceptional accuracy in data entry and financial calculations.
- Communication: Strong interpersonal skills; ability to communicate effectively with both executive leadership and field laborers.
- Language: Bilingual in English and Chinese is a significant plus.
Salary : $60,000 - $75,000
