This position serves as Program Analyst (SPS) GS-0343-09 located within the Sterile Processing Service (SPS) Nursing Services at the Veterans Affairs Northern California Health Care System (VANCHCS). The Veterans Affairs Northern California Health Care System (VANCHCS) is a Level 1b facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21). RESPONSIBILITIES: Major duties include, but are not limited to the following:

Determines needs, makes recommendations, and assists in preparation of new programs, policies, procedures, and guidelines. Identifies administrative areas that have negative impact on provision of services (loaner sets, missing instruments, etc.) and develops recommendations for corrective actions for improvement.

Performs collection, compilation, review, tracking, and provision of data and statistical information for SPS and VANCHCS leadership, as well as for suspensers.

Participates in development of detailed systems to improve the function of SPS with an emphasis on program development and giving specific attention to all aspects of programmatic implementation within SPS.

Plans and/or accomplishes special projects. Effectively enhances the ability of SPS to support overall mission requirements through developing methods for automating administrative data collection requirements and reports considering the interrelationships of reports and multiple uses of data.

Maintains a continual accumulation of all types of data for use in preparation of a variety of reports.

Compiles and prepares a wide variety of continuing or one-time special statistical and narrative reports/documents from records maintained.

Aids in developing statistical data and special reports, compiling/preparing drafts and finalizing technical documents and/or similar instructional materials in support of program specialties.

Preferred Experience: At least 2 years of VHA Experience using various VHA programs/software. Active or recent (Within 1-2 years) COR certification

Work Schedule: Full Time. Monday-Friday. 8:00am-4:30pm

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Knowledge and skill in oral and written communication, interpersonal and group dynamics.

- Skill in operating computers and software systems and related equipment such as scanners, modems, etc.

- Skill in applying basic data gathering methods, such as standard interviewing or surveying techniques, to collect various types of actual information. (This experience must be well documented in your resume.).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's degree or 2 full years of progressively higher level graduate education or

LL.B. or J.D., if related leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. It involves some bending, stooping, reach, lifting of light items, and walking. The work requires periods of concentration to organize, perform, coordinate, and report on all aspects of the de­velopment and support functions of the Ethics and to Quality Management service.
