The employee will serve as the Lead Medical Technician assigned to the Specimen Procurement & Processing Department of Pathology and Laboratory Medicine Service (P&LMS). The lead technician works with the Phlebotomy Supervisor and other team members to ensure task completion and provides service to meet program and production goals. The purpose is to assist team in producing timely phlebotomy service to veterans with emphasis on maintaining a satisfactory level of customer service excellence. EDUCATION:

Duties included but are not limited to the following:

Provides customers with laboratory information, supplies, collection instructions and referring the customer to the appropriate sections for test-specific technical information.

Interacts with internal and external customers in a courteous and professional manner.

Handles conflicts and problems with all customers constructively and appropriately.

Prepares the monthly schedule/duty assignment for all staff in the Phlebotomy Department when the Phlebotomy Supervisor is unavailable or delegates the duty.

Assigns personnel to the various subsections within the section (e.g. send outs, inpatient, outpatient, STAT draws, AM rounds) in a fair and equitable rotation to ensure accomplishment of the work within the standards of turn-around-time and acceptable limits of quality. Personnel allocation must be adapted and changed to accommodate changes in workflow, peak levels of operation and availability of personnel.

Is responsible for proper receipt and accessioning of specimens; processing specimens (centrifugation, labeling, pour-oils); entering and verifying results; following up on misdraws, deletions, cancellations and incompletes, reviewing LEDl orders, ordering send out tests, delivery of specimens, temp verification of incoming specimens, etc.

Obtains venous blood samples by aseptic venipuncture technique. Special requirements may be necessary when unusual testing is required.

Identifies the patient before obtaining any specimen and properly labels the specimen following specimen procurement according to established procedure.

Work Schedule: Monday - Friday, 1330 -2200, rotating weekends and holidays.

QUALIFICATIONS: English Language Proficiency - In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

AND

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients.

AND

EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level in the Federal service that includes performing the following duties: a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

OR

SUBSTITUTE EDUCATION FOR EXPERIENCE: MUST have successfully completed at least six (6) months of Graduate education or an internship to may be used to meet the specialized experience required. Education is creditable only in those instances where it is directly related to the position. ( Transcript Required )

OR

COMBINATION OF EDUCATION AND EXPERIENCE: MUST have equivalent combinations of successfully completed graduate education and specialized experience to meet the total requirements. Education is creditable only in those instances where it is directly related to the position. ( Transcript Required)

Preferred Experience: Current/recent phlebotomy experience; Experience in a clinical laboratory; Previous lead phlebotomy experience
