This position is at the full performance level, and is located in the Accounting Section of Financial Resources Management Service (FRMS) at the VA San Diego Healthcare System (VASDHS), San Diego, CA. The primary purpose of this position is clerical and technical work concerned with supporting accounting, budget, and other related financial management work. EDUCATION: There is no educational substitution at this grade level.

Liaison with outside resources and Department of Treasury for operating advances

Establishing and maintaining a complex cashier function, which contributes to the effective service to our Veterans and the efficiency of Fiscal Service Operations

Responsible for transactions involving the disbursement and receipt of funds

Principal Cashier, is responsible to the Treasury Department for his/her work and that of all Alternate and Imprest Fund Cashiers

All cash transactions (payment & receipts) must comply with Treasury and banking regulations

Recommends management changes, which will reduce or eliminate justified complaints

Examines, verifies and maintains financial accounts data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data

Determines the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made

They trace transactions entered and prepare worksheets to reflect the source of discrepancies

Researches, interprets, and verifies which appropriation and general ledger accounts documents and subsequent accounting transactions

Maintains control of receipts and disbursements

Other duties as assigned

Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

QUALIFICATIONS: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a wide range of fiscal duties that require accountability, accuracy, and adherence to regulatory cash-handling procedures. This includes verifying daily cash advances, preparing replenishment vouchers, determining fund withdrawal needs, and maintaining subsidiary records for reconciliation. It also involves receiving, depositing, and accounting for collections such as patient deposits, vendor refunds, and reimbursements; examining remittances for errors; resolving discrepancies; and ensuring accurate application of accounting codes for all deposits and credits

Preferred Experience ; Experience receiving, verifying, recording, securing, and depositing cash, checks, credit-card payments, or other negotiable instruments. Experience balancing a cash drawer, reconciling transactions to system records or bank documentation, researching differences, and documenting corrective action. Experience performing cash-processing, cashiering, fiscal, accounting, or financial-management duties. Experience receiving, disbursing, safeguarding, balancing, reconciling, and accounting for funds or financial transactions. Experience applying basic accounting practices, financial controls, and applicable procedures to maintain accurate records and resolve discrepancies. Experience using automated financial systems, databases, Excel, or comparable spreadsheet applications to analyze transactions, reconcile accounts, maintain ledgers, and prepare reports. Experience providing professional customer service while processing payments or other financial transactions in a high-volume, highly regulated, health-care, government, banking, or public-service environment. Experience maintaining the security, confidentiality, documentation, and audit trail associated with sensitive financial transactions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work may require some physical effort, such as standing, walking, bending, or sitting. There are no special physical demands.
