Duties

As a Management and Program Analyst, you will:

  • Provide expert analysis and advice to senior program officials on major mission-critical programs, offering technical guidance for evaluation methods and optimal management strategies.
  • Formulate and identify operational and analytical techniques to achieve project objectives and produce reliable findings, including anticipating and resolving problems and presenting alternative solutions.
  • Develop, manage, and maintain programming data/information systems, ensuring their effective application and adaptation based on broad policies and regulations.
  • Evaluate requirements for program and administrative reporting systems, including system specifications, data collection, and evaluation methodologies, to ensure objectives are met.
  • Identify, develop, analyze, and evaluate new or revised administrative program policies, regulations, goals, or objectives for managing and directing programs.
  • Analyze and evaluate the efficiency and effectiveness of assigned DOE organizations and their programs, developing recommendations for management decisions.

  • This position is not included in a Bargaining Agreement.

Qualifications

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:

  • Experience in analyzing and evaluating complex organizational programs, projects, or management operations to identify critical issues, develop data-driven findings, and formulate actionable recommendations for senior leadership.
  • Experience in developing, implementing, and managing data or information systems used for program analysis, reporting, and strategic decision-making.
  • Experience in advising senior officials or executives on administrative or programmatic matters, requiring the ability to clearly communicate complex analytical findings and recommendations both orally and in writing.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Management and Program Analyst positions in the 0343 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Veteran's Preference, category rating, and traditional rating and ranking of applicants do not apply under the DHA process.

Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
