RESPONSIBILITIES: WHAT YOU'LL BE DOING DAY TO DAY

As a Management and Program Analyst, you will:
  • Lead the establishment and execution of governance structures, operating procedures, and internal controls to ensure accessibility requirements are consistently applied across the enterprise. This includes creating approaches for evaluating compliance, identifying
    risks, and prioritizing remediation efforts.
  • Conduct or direct compliance reviews, audits, and assessments of ICT systems and programs and have authority to recommend remediation actions, suspension, or escalation of non-compliant systems.
  • Ensure adherence to federal mandates, including OMB guidance, and integrate accessibility requirements into system development life cycles, Agile delivery processes, and acquisition activities.
  • Develop and deliver agency-wide training and outreach to increase awareness of accessibility requirements and promote consistent application of best practices.
  • Oversee preparation of required assessments and reports, including annual Section 508 submissions, and establish processes to track compliance metrics, identify trends, and monitor remediation progress; Keep leadership informed of program status, risks, and outcomes, and recommend improvements to strengthen accessibility performance.
  • Review solicitations, contracts, and procurement packages to confirm inclusion of accessibility requirements and validate Accessibility Conformance Reports (ACRs/VPATs) for accuracy and completeness.


QUALIFICATIONS: WHAT WE ARE LOOKING FOR

Minimum Qualifications : You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least 3 out of 5 of the following:
  • Leading and directing an enterprise-wide Section 508 accessibility compliance program for a federal agency or large organization, ensuring Information and Communication Technology (ICT) met statutory and regulatory requirements under the Rehabilitation Act and aligned with mission and customer experience objectives.
  • Developing and executing multi-year accessibility program strategies that integrated Section 508 requirements into enterprise IT governance, digital transformation initiatives, and customer experience strategies to ensure equitable access to digital services.
  • Establishing and implementing governance frameworks, policies, standard operating procedures, and internal controls to ensure consistent application of accessibility requirements across enterprise systems, acquisitions, and digital content.
  • Directing and conducting accessibility compliance reviews, audits, and risk assessments of ICT systems and programs, including recommending remediation actions, escalating non compliance, and monitoring corrective action progress.
  • Integrating Section 508 and accessibility requirements into the system development life cycle, Agile delivery processes, and federal acquisition activities, including review of solicitations, contracts, procurement packages, and Accessibility Conformance Reports (ACRs/VPATs) for completeness and compliance.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
