Job Summary:

The St. Louis Metro Project Director will lead the implementation of the Promise to Success Initiative in St. Louis, Jobs Plus Initiative in East Louis, and sustainability of USI’s projects in the St. Louis Metro Area. The St. Louis Metro Project Director will work to ensure that all, St. Louis Metro families are connected to place- based solutions connecting housing, community, and economic development. Commitment to equity and reducing disparities based on race, ethnicity, sovereignty, gender, sexual orientation/ gender identity and socioeconomics.


Job Responsibilities:

  • Strategically drive efforts to reduce poverty through design, managing and implementing bold strategies that dismantle barriers to opportunity, through cradle to career and social, educational, economics, and housing interventions.
  • Partner with the funders and key partners (Local and State level) to develop the local infrastructure of systems and resources needed to sustain and scale up proven, effective solutions.
  • Seek and secure resources to operate designed grants from Urban Housing Development, Department of Justice, Department of Education; beyond the length of the grant, including developing a multi-year financial and operating model and accompanying
  • Serve as support liaison to the project leads for Department Head, Education Institutions, Evaluator, City Departments and State Agency with Executive Team.
  • Supervise the evaluation aspect of the Initiative and ensure data is being used for continuous learning and improvement; Support the development of methods for using project-generated and externally- generated data for continuous improvement
  • Provide coaching, technical assistance, training, and sharing expertise with staff, partners, contractors, etc.
  • Collaborate closely with the various departments of USI. This includes but is not limited to engage in regular strategic meetings and joint efforts to develop and implement cradle-to-career solutions, share best practices, Data management, finance, legal, marketing, and communications, deliver training and technical assistance, and advance visioning and sustainability strategies. Work with the marketing department to manage efforts to regularly capture and communicate impact narratives that highlight successes and elevate community voices.


The 63106 Promise to Success Promise Neighborhood Initiative Responsibilities

  • Implement the PN Plan with fidelity using a Results Framework with clear results and objectives
  • Facilitate the posting and hiring of key positions of the Promise to Success Initiative
  • Establish effective working relationships with St. Louis Education Fund, KIPP, Confluence, St. Louis Washington University, and the City of St. Louis, community partners, and families with target area
  • Facilitate the integration of a deliberate two-generation approach that integrates education, workforce development and supportive services to provide coordinated services to families as a whole
  • Ensure on-going Family Support Model is implemented at the highest degree of quality services
  • Coordinate the collection, analysis and reporting of data to share with the evaluator and write reports
  • Successfully project manage staff, leadership team and partners and recommend resources essential to strategic goals and set timelines for achievement throughout the duration of the project
  • Report performance and provide support to the USI Leadership Team, as needed
  • Maintain strong working relationship with all project contractors
  • Hire and train project staff, the staff of project contractors and key partners to ensure their understanding of and contributions to project goals and objectives
  • Staff the Student Advisory Board and Leadership Team, providing information, data, and technical assistance as needed to fulfill their responsibilities
  • Ensure all ED expectations are met, and all reports are filed timely
  • Approve and monitor project expenditures to ensure costs remain within budget
  • Support resource development and project sustainability by identifying potential partnerships and funding opportunities
  • Build systems that elevate community voice, especially parents and youth (Promise Neighborhood Coalition and other communication channels


Job Plus Initiative Responsibilities

  • Implement the Job Plus FY 23 & FY 25 Plan with fidelity using a Results Framework with clear results and objectives
  • Facilitate the posting and hiring of key positions of the Job Plus Initiative
  • Establish effective working relationships with St. Louis Metro Philanthropic Partners, District 189, and the City of East St. Louis, community partners, and families with target area
  • Facilitate the integration of a deliberate two-generation approach that integrates education, workforce development and supportive services to provide coordinated services to families as a whole
  • Ensure on-going Family Support Model is implemented at the highest degree of quality services
  • Coordinate the collection, analysis and reporting of data to share with the evaluator and write reports
  • Successfully project manage staff, leadership team and partners and recommend resources essential to strategic goals and set timelines for achievement throughout the duration of the project
  • Report performance and provide support to the USI Leadership Team, as needed
  • Maintain strong working relationship with all project contractors
  • Hire and train project staff, the staff of project contractors and key partners to ensure their understanding of and contributions to project goals and objectives
  • Staff the Resident Advisory Board and Leadership Team, providing information, data, and technical assistance as needed to fulfill their responsibilities
  • Ensure all HUD and East St. Louis Housing Authority expectations are met, and all reports are filed timely
  • Approve and monitor project expenditures to ensure costs remain within budget
  • Support resource development and project sustainability by identifying potential partnerships and funding opportunities.

Qualifications:
  • Master’s Degree in Social Work, Urban Affairs, Urban Planning, Public Administration, or other related field.
  • At least five years of work experience, in the not-for-profit or human services sector, demonstrating experience in self-managed, task-driven initiatives with the ability to balance demands related to multiple projects and meet multiple deadlines
  • Must be comfortable and effective in facilitating group processes.
  • Ability to analyze and interpret disaggregated socioeconomic data, and to base program designs on resident-driven and data-driven rationale
  • Must have strong adaptive skills to work in fast-paced environment with diverse stakeholders
  • Passion for community building and ability to share that enthusiasm with families, staff and the larger community
  • Ability to hold privileged information in a professional and confidential manner
  • Flexibility to attend evening and weekend functions and occasional travel as required
  • Proficiency with Microsoft Office programs including MS Word, Excel, Power Point, and desktop publishing software. Also required is the ability to use real-time client tracking database tools.
