Upslope Advisors is seeking a Senior Consultant to support an upcoming FEMA National Preparedness training contract. This key personnel role is well suited for an experienced professional who can evaluate programs and processes, guide project execution, supervise staff, and deliver practical recommendations to Government stakeholders.

Responsibilities
- Evaluate existing procedures, processes, techniques, models, and systems related to management or performance issues.
- Support the design of new processes, models, or systems in response to client needs.
- Prepare or direct analyses, reports, presentations, and other client-facing deliverables.
- Apply advanced problem-solving tools and analytical methods to improve performance outcomes.
- Advise clients on options, recommendations, and next steps.
- Provide project direction or support the Principal Consultant or Project Manager with leadership responsibilities, depending on effort size and complexity.
- Supervise assigned staff and provide day-to-day direction.
- Define technical tasks, establish target dates, and support coordination of team output.
- Help ensure the quality, timeliness, technical adequacy, and accuracy of deliverables.
- Support stakeholder consultation to improve course review processes and related program activities.
- Contribute to review-related activities tied to preparedness doctrine consistency, training materials, consulting support, and program improvement efforts.
Master’s degree required.
Experience
- Minimum twelve (12) years of progressively responsible experience in a scientific, technical, professional, or consulting field required.
- Demonstrated experience evaluating programs, processes, or systems and translating findings into actionable recommendations.
- Experience leading or supervising staff in a client-facing environment.
- Strong proficiency with commercial word processing, graphics, and desktop publishing tools.
- Exceptional oral and written communication skills required.
- Must be able to serve as key personnel for the duration of contract performance.
- Must be able to work effectively with Government stakeholders, clients, and multidisciplinary project teams.
- Must be able to support onsite and offsite work requirements, including approved telework and travel as needed.
- Experience supporting FEMA, DHS, emergency management, preparedness, or federal training programs.
- Familiarity with preparedness doctrine, course review processes, instructor audit support, or grant review support activities.
- Strong consulting background with demonstrated success in process improvement, analysis, and client advisory services.
- Ability to obtain a Public Trust clearance.
