Position Summary

Administer fiscal and business operations for the Graduate School of Oceanography’s (GSO) Coastal Institute International Programs. Support the Director, Coastal Institute and Principal Investigators in implementing University and Institute policies, protocols, and best practices. Develop and implement systems and processes to ensure successful grant administration for the Institute’s international portfolio.

Duties and Responsibilities

Key Duties And Responsibilities

Manage financial operations for the Coastal Institute International Programs across multiple funding sources, including federal, state, foundation, cost-share, overhead, and revenue accounts. Create and monitor budgets, manage payroll and salary distributions, oversee purchasing, and compile financial data for reporting.

Ensure compliance with Uniform Guidance, federal and state regulations, and donor award terms and conditions. Administer contracts and implement financial controls to meet institutional and sponsor requirements.

Support the Director, Coastal Institute and International PIs in strategic and financial planning, revenue projection, and fundraising activities. Develop budgetary forecasts and projections by thematic area and identify future fiscal needs.

Develop proposal budgets and supporting documentation for donor solicitations and requests for proposals. Coordinate inputs from technical staff, researchers, and partners to ensure timely proposal submissions.

Serve as liaison between the Coastal Institute and University central offices, including the Office of Sponsored Projects, Grant and Contract Accounting, Financial Strategy & Planning, Controller, and Purchasing. Ensure project compliance with federal, state, and donor regulations. Coordinate with international partners, including NGOs and government agencies, as needed.

Implement and maintain University and Institute policies, protocols, and best practices. Design, implement, and evaluate systems to monitor proposal submissions and post-award grant administration.

Oversee proposal processing and provide administrative support for the International Programs portfolio. Develop and administer operating procedures, mentor staff, support contract negotiations, and assist with audits.

Work directly with International Principal Investigators on project-specific financial and administrative matters, under the direction of the Director, Coastal Institute.

Perform other duties as assigned.

Work Schedule and Travel Requirements: This position requires flexibility to work outside normal business hours for proposal deadlines, international coordination across time zones, and evening meetings. International travel to developing countries is required.

Licenses, Tools, And Equipment

Office equipment and software, spreadsheet software (Excel), database management systems, online grants management and financial reporting platforms, federal reporting systems (e.g., GrantSolutions, SAM.gov), and collaboration tools.

Environmental Conditions

International travel, including to developing countries, may involve varying working conditions and environments.

Required Qualifications

REQUIRED:

  • Bachelor’s degree.
  • Minimum of five years of business management experience.
  • Experience managing complex financial portfolios in grant-funded research, non-profit, NGO, or contract environments, including budgeting, financial reporting, forecasting, and analysis.
  • Knowledge of federal, state, or private donor funding regulations.
  • Experience ensuring compliance with Uniform Guidance and institutional requirements across multiple funding sources.
  • Experience preparing proposal budgets and supporting documentation for grant-, contract-, or donor-funded projects, including coordination of inputs from technical staff and partners.
  • Ability to work with online financial systems, grants management platforms, and reporting tools.
  • Strong verbal and interpersonal communication skills.
  • Proficiency in written communication skills.
  • Ability to independently manage multiple priorities in a deadline-driven environment, with strong organizational skills and attention to detail.
  • Ability to work effectively with and coordinate work for international partners and cross-departmental teams.
  • Experience managing subawards, subcontracts, or consultant agreements, including financial monitoring and compliance tracking.
  • Experience developing financial projections, burn-rate analyses, and multi-year funding forecasts for sponsored projects.
  • Experience communicating with donor agencies and sponsors on financial, contractual, and compliance matters.
  • Ability to work with diverse groups/populations.

Preferred

Preferred Qualifications

  • Master’s degree in business administration (MBA), Public Administration (MPA), Finance, or a related field, with relevance to financial management, budgeting, or organizational administration.
  • Experience administering USAID or State Department-funded projects or other large donor awards, including Uniform Guidance and OMB compliance requirements.
  • Experience in international development or global project environments, including partnership coordination with NGOs, government agencies, or private-sector partners in developing countries.
  • Experience providing financial training or capacity-building support to project staff or partner organizations in international settings.
  • Proficiency in one or more foreign languages.
  • Experience working in university, government, or non-profit environments using enterprise resource planning systems such as PeopleSoft, Workday, or InfoEd.
