Manages team and day-to-day responsibilities of other therapists and staff. Oversee activities of multiple research studies and ensures study protocols are met and adhered to and facilitates an organizational system for accumulated forms and procedures for studies. Provides leadership, guidance, and support to therapy providers to optimize outcomes and department efficiency. Creates and implements individually designed therapy programs through evaluations, assessments, and testing in clinical or research setting to meet goals. Modifies plans upon client response and instructs on at-home treatments. Consults with physicians and other staff regarding determination of therapy treatment. The position is embedded full-time at the Commonwealth Technical Institute at the Hiram G. Andrews Center (CTI at HGAC) in Johnstown, PA. CTI at HGAC provides vocational training and comprehensive rehabilitation services to individuals across the state of PA. Through an intergovernmental agency agreement, the University of Pittsburgh develops, implements, and operates clinical programs at HGAC, including the Center for Assistive and Rehabilitative Technology (CART). The mission of CART is to enhance the functional capabilities of persons with disabilities through assistive technology services.
The Program Manager provides leadership and operational oversight for therapy providers delivering assistive technology and rehabilitation services within the Commonwealth Technical Institute at the Hiram G. Andrews Center (CTI at HGAC) in Johnstown, PA. This position supervises staff and manages the day-to-day operation of CART’s service delivery model while also providing direct clinical services as a licensed Occupational Therapist.
The role involves conducting evaluations, developing and implementing individualized assistive technology and therapy programs, coordinating services across multiple stakeholders, and ensuring compliance with clinical, regulatory, and documentation standards. The Program Manager also serves as a key liaison with external partners including the Pennsylvania Office of Vocational Rehabilitation (OVR), insurance providers, and other service organizations.

The position is primarily sedentary with on-site clinical service delivery and requires the ability to navigate a large campus facility.
Travel is required approximately one day per week to conduct assistive technology evaluations, home assessments, worksite accommodations, or training sessions at off-site locations.

- Lead and supervise therapy providers and staff delivering CART services.
- Manage daily operations including service coordination, referral processing, and billing.
- Conduct AT and OT evaluations and develop individualized intervention plans.
- Ensure quality assurance, regulatory compliance, and adherence to documentation standards.
- Collaborate with multidisciplinary staff, vocational rehabilitation professionals, and external partners.
- Maintain clinical documentation, data tracking, and reporting systems.
- Support program outreach, training, and consultation.
Program Leadership and Management:
- Oversee CART operations; supervise staff including hiring, training, scheduling, performance evaluation, and disciplinary documentation.
- Serve as primary contact for referrals and service coordination.
- Ensure staff adherence to policies related to service delivery, documentation, and follow-up.
- Provide OT evaluations and assistive technology assessments across seating/mobility, ADLs, home/vehicle modifications, worksite accommodations, and FARM.
- Review referrals and medical records; develop and adjust individualized therapy plans based on evaluations and client progress.
- Conduct functional assessments and educate clients and caregivers on assistive technology use.
- Coordinate with OVR and other agencies on referrals, service planning, and case consultation.
- Advise vocational rehabilitation counselors and stakeholders on assistive technology and modification solutions.
- Collaborate with CTI at HGAC staff to support accessibility and participate in trainings and outreach.
- Develop and maintain operational procedures for service tracking and data collection.
- Review clinical documentation for accuracy; maintain client outcome logs and ensure regulatory compliance and confidentiality.
