Duties and Responsibilities

  1. *Serves as an Administrative Officer in the Administrative/Fiscal Office for the Shidler College of Business responsible for the management and administration of the College’s personnel and fiscal functions.
  2. *Responsible for the proper oversight and execution for the fullrange of personnel functions at the Shidler College of Business including position classification and compensation, recruitment, appointments, immigration, labor relations and employee benefits.
  3. *Responsible for ensuring proper use of funds and maintaining account ledgers for all College fiscal functions, ensuring policy compliance through the final review and approval of financial transactions and procurement activities under established delegated purchasing authority.
  4. *Reviews fiscal transactions such as travel requests/completions, reimbursements, and purchase order payments in the UH, UHF, and RCUH systems and in accordance with UH, UHF and RCUH policies and procedures.
  5. *Formulates, and/or recommends internal personnel procedures and practices. Exercises discretion and technical analyses to a variety of HR/fiscal management and related issues.
  6. *Uses judgement and creativity in determining approaches to resolve unique HR/fiscal problems. Formulates recommendations and advises on best approaches to handling situations.
  7. *Responds to inquiries and provides information to faculty and staff on personnel matters by interpreting UH policies, bargaining unit contracts and other printed/web-based material from various central UH offices (e.g., Office of Human Resources, Payroll, Faculty and Scholar Immigration Services, etc.).
  8. *Independently performs complex assignments in the areas of personnel and/or fiscal involving application of standard UH policies and regulations and in alignment with widely accepted methods and practices.
  9. *Responsible for carrying out special projects and tasks in the administration of Fiscal and/or HR-related assignments. 
  10. *Responsible for directing and providing guidance on classification and compensation, recruitment and selection, employee benefits, labor relations, staff development and training, and HR records management.
  11. *Resolves personnel and fiscal matters in accordance with current policies, procedures and directives.
  12. *Oversees the Performance Evaluation System for APT and Civil Service: notify and train supervisors, monitor due dates and provide guidance on creating reasonable expectations and advise supervisors when employees are not performing up to expectations.
  13. *Provides regular training to departmental secretaries when new procedures or programs are implemented. Identify a reas where training is needed and schedule and hold training sessions to keep staff up-to-date.
  14. Other duties as assigned.


Minimum Qualifications

  1. Possession of a baccalaureate degree in business administration, arts, social sciences, arts and humanities, STEM, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for business administration, accounting, human resource management or a related field; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the area of human resources management, financial reporting or business administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management, financial reporting or business administration.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
  8. If applicable, for supervisory, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Demonstrated ability to work effectively and independently under pressure, with frequent interruptions, and remain flexible in multi-tasking several concurrent projects with competing deadlines.
  10. Demonstrated ability to exercise judgement, apply tact and discretion in dealing with diverse groups and confidential information.


DesirableQualifications

  1. Familiarity with UH Financial Information Systems, fiscal policies and procedures
  2. Familiarity with UH Human Resources Information Systems, HR policies and procedures.
  3. Masters degree in Business Administration, Human Resources Management or related field.
  4. Experience working in a higher education environment.

  1. Demonstrated ability to work effectively and independently under pressure, with frequent interruptions, and remain flexible in multi-tasking several concurrent projects with competing deadlines.
  2. Demonstrated ability to exercise judgement, apply tact and discretion in dealing with diverse groups and confidential information.
