What are the responsibilities and job description for the Director of Human Resources position at Unity Physicians Hospital?
We are seeking an experienced DIRECTOR OF HUMAN RESOURCES for our hospital. UNITY PHYSICIANS’ HOSPITAL is a 29-bed medical and surgical hospital at 4455 Edison Lakes Parkway, Mishawaka Indiana. We are the only hospital in the Michiana Area that has once again earned the CMS 5-Star Rating in Patient Experience and we’re in the Top 100 by the Women’s Choice Award in Patient Experience. Position requirements: a thorough knowledge of Human Resource law, practices and appropriate procedures in all areas of HR including employee relations, recruitment, retention, legal compliance, compensation, benefits, long-term staffing strategies and relationship management.
Must be a self-starter, able to work collaboratively with all levels of staff. Excellent communication skills. Demonstrates excellence in building strong working relationships. Practice and maintain strict confidentiality. Takes initiative and works independently, able to plan, organize, research and problem solve. Ability to learn, implement, and navigate through HRIS systems.
Responsibilities include:
1. Develops, revises, and maintains Human Resource Services policies and programs.
2. Develops policies for hiring and oversees adherence to state and federal regulations.
3. Ascertains that the interview guidelines are followed on all candidates for employment.
4. Establishes policies that seek to increase retention rates and foster employee job satisfaction and high morale.
5. Approves terminations, and exercises care that reasons are well documented and are not arbitrary or discriminatory.
6. Oversees maintenance of accurate and complete personnel records.
7. Ensures that rules concerning confidentiality and retention are followed.
8. Keeps abreast of legislation affecting human resources; trains management and monitors company policies to ensure compliance.
9. Identifies legal requirements and government reporting regulations affecting Human Resource Services function (e.g., OSHA, EEO, Wage & Hour). Directs the preparation of information requested or required for compliance. Approves all information submitted. Acts as primary contact with labor counsel and outside government agencies.
10. Oversees the employment process for personnel, in accordance with state and federal rules, whose qualifications are commensurate with anticipated job responsibilities.
11. Ascertains that all health care workers, including contract and agency personnel, for whom a license, registration or certification is required, maintain current license, registration or certification and keep documentation of same so that it can be made available within a reasonable period of time.
12. In coordination with the Director, Infection Control, makes sure that all employees prior to starting employment receive a health and urine/drug screening as defined by policy in conjecture with the employee health and infection control programs.
13. Oversees the process of maintenance of personnel records for the system which include personnel data, education and experience, evidence of participation in job related educational activities, and records of employees which relate employee health, as applicable.
14. Establishes wage and salary structure, pay policies, performance appraisal programs, employee benefit programs and services, and company safety and health programs. Monitors for effectiveness and cost containments.
15. Oversees preparation of job descriptions and compensation programs. Seeks incentive programs that encourage excellent performance and increase retention rates.
16. Defines all Human Resources programs, and authority/responsibility of Human Resources and line management within those programs. Provides necessary education and materials to line management and employees—workshops, manuals, employee handbooks, standardized reports.
17. Establishes standard recruiting and placement practices and procedures along with directors.
18. Directs and oversees the orientation program of all new employees, including contract and agency personnel, to applicable hospital, department, service, and personnel policies.
19. Oversight of 401(k) program and reporting requirements.
20. Ensures that all employees have a 90-day performance evaluation and an annual performance evaluation conducted by their direct supervisor in their HR file.
21. Maintains OSHA employee log and ensures submission of required reporting in conjunction with employee health nurse.
22. Participates in quality improvement activities and submits reports as needed.
23. Participates in required committees.
24. Oversees employee engagement survey in conjunction with CEO.
25. Lead the development and execution of employee engagement strategies that foster a supportive, inclusive, and high-performing workplace culture aligned with the hospital’s mission of delivering compassionate care.
26. Design and implement initiatives to enhance employee morale and retention, including recognition programs, feedback mechanisms, wellness initiatives, and career development opportunities.
27. Champion a culture of empathy and respect, ensuring that HR policies and leadership practices consistently reinforce the hospital’s values of compassion, dignity, and excellence in patient care.
28. Collaborate with clinical and non-clinical leaders to ensure that workforce development efforts directly support a culture where employees feel valued, heard, and empowered to deliver exceptional care and service.
29. Directs the preparation and maintenance of such reports as are necessary to carry out functions of department. Prepares periodic reports to management, as necessary, or requested.
30. Maintains a professional approach with confidentiality. Assures protection and privacy of health information as attained through written, electronic or oral disclosures.
31. Displays concern and initiative. Is resourceful and calm in emergencies.
32. Is prompt and efficient with minimal absences.
33. Cooperates and maintains good rapport with nursing staff, medical staff, other departments, and visitors.
34. Seeks guidance and remains knowledgeable of, and complies with, all applicable federal and state laws, as well as hospital policies that apply to assigned duties.
35. Complies with hospital expectations regarding ethical behavior and standards of conduct.
36. Complies with federal and hospital requirements in the areas of protected health information and patient privacy.

REQUIREMENTS:
- Bachelor’s degree in human resources, business administration or related field required
- Minimum of five (5) years in Human Resources management in healthcare field preferred.
- Prefer PHR or SPHR certification
- Knowledge of HR regulations and compliance requirements
- Proficient in MS Office software such as Word, Excel and PowerPoint.
