The purpose of this position is to exercise second level supervisory and managerial authorities over the Youth Center/School Age and Sports Program.

Qualifications:

THIS IS AN OBLIGATED POSITION

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

DEGREE:
that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

COMBINATION OF EDUCATION AND EXPERIENCE - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: I have at least one year of specialized experience at the NH-II (or higher) pay band or equivalent in other pay systems. Examples of specialized experience includes delivering high-quality, timely results under appropriate supervision by leveraging advanced technical expertise; acquiring and maintaining necessary certifications to execute key acquisition and support requirements; applying critical thinking to identify, analyze, and resolve complex issues; leading assigned projects with a high degree of personal accountability, exceeding performance targets while inspiring team commitment to overarching organizational goals. exercising flexibility, adaptability, and decisive leadership to navigate evolving operational environments.

EDUCATION:
Have successfully completed graduate level education (or higher) in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You MUST submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. You MUST submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of youth development, education and recreation principles, concepts, methods and techniques.
  • Knowledge of safety and security regulations, practices, and procedures and skill in handling emergency situations common in dealing with children in a Youth Program (YP) Center.
  • Knowledge of guidelines, regulations, manuals, procedures, policies, etc. in the administration and management of a YP Center and ability to prepare and implement local procedures for a comprehensive YP.
  • Knowledge of basic budget preparation as it applies to preparing, operating and capital expenditure requirements.
  • Knowledge of personnel management principles, policies, practices, and procedures to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  1. Plans, organizes, and overseas the activities of the Youth Center.
  2. Exercises supervisory personnel management responsibilities.
  3. Represents Youth Center with a variety of installation and functional area organizations.
  4. Prepares long range financial planning guides for base Youth Programs.

Salary : $34,799
