The United States Space Force (USSF) National Space Intelligence Center (NSIC) at Wright Patterson Air Force Base, Ohio is searching for a Chief Information Security Officer/Certified TEMPEST Technical Authority (GG-2210-13).


Description:

The National Space Intelligence Center (NSIC) is seeking a Lead Security Architect and Information Systems Security Manager (ISSM). This critical role serves as the principal cybersecurity authority responsible for designing, implementing, and governing the cybersecurity posture of a new, state-of-the-art facility. The selected leader will ensure the confidentiality, integrity, and availability of vital systems delivering space intelligence to national leaders and joint force warfighters.


The ideal candidate is a senior cybersecurity leader possessing expert knowledge of the Risk Management Framework (RMF) and TEMPEST/Emissions Security (EMSEC) protocols, paired with a proven ability to design and implement robust Zero Trust and defense-in-depth architectures. They excel throughout the system lifecycle, translating complex operational requirements into concrete technical security controls while utilizing strong communication skills to advise senior leadership on critical security matters. Highly qualified candidates will hold an advanced degree in Information Technology or Cybersecurity completed within the last five years and possess leading industry certifications such as CISSP, CISM, CISA, PMP, or Security .


Key Skills and Abilities:

  1. Knowledge of IT systems analysis and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure.
  2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols.
  3. Must have knowledge of a programming language: Software skills in: JavaScript, Java w/Spring, Angular, Python, C/C , PHP; and desired database skills in: ORACLE, MongoDB, GraphQL, Maria, Neo4j, PostgreSQL. Plus, and some experience in data science/analytic tools helpful.
  4. Must have a broad knowledge of information technology used in industry and government to include standards, directives, and industry best practices.
  5. Extensive knowledge of web application software frameworks and languages and the ability to apply hands-on development for critical portions of single or multi-developer projects. Required experience with software development, life-cycle management, web systems analysis, software design strategies, and systems architecture.
  6. Extensive knowledge of web application production environments including deployment techniques and configuration management systems.
  7. Skill and experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems associated with contract support as well as modifying standard practices and techniques; and skill and ability to identify problems; determines accuracy and relevancy of information; uses sound judgement to generate and evaluate alternatives and to make recommendations.
  8. Ability to communicate effectively, both orally and in writing; in coordinating with stakeholders; in working out solutions to problems or questions related to the work; writing clear and concise intelligence products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.


Requirements:

  1. Must be a U.S Citizen.
  2. Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
  3. This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special access required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse action, including demotion or removal.
  4. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  5. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  6. May be required to travel by military or commercial aircraft in the performance of temporary duty. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
  7. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2, or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
  8. Cybersecurity Certification is a condition of employment. This position includes Cybersecurity work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  9. A college degree or relevant experience with information technology is desired.
  10. PCS is not authorized. Incentive is authorized.
  11. This position will close after 5 business days or 75 applications, whichever comes first.
