Duties

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Functional authority and deputy to the director/commander, plans, organizes, and oversees the activities of the Force Support Squadron (FSS).
  • Makes comprehensive assessments and evaluations of program goals/objectives, implements long-range planning to enhance the management support capabilities of the FSS.
  • Functional authority, represents the Force Support Squadron inside the organizations and with outside agencies. Defines, establishes, and directs organizational focus on challenging and highly complex projects/programs with uncertainties and risks.

  • All federal employees are required to have direct deposit
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Must be able to obtain and maintain a secret security clearance.
  • This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager.
  • Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously imparing the capability of the parent Federal Agency
  • or office to function effectively This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve).
  • This is a Supervisory Position in which a supervisory probation period may be required
  • Position is CENTRALLY Managed
  • This is an obligated position to which an employee has Return Rights. Upon the employee’s return, incumbent could be subject to reassignment. If not possible, Selectee will be entitled to an assignment under Reduction-In-Force procedures (RIF).

This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include:(1) Planning, directing, and integrating complex Force Support programs aligned with Air Force and Command strategic objectives, including personnel readiness, community support, mission-sustainment, and quality-of-life programs, (2) Serving as senior advisor to commanders and senior leaders on Force Support operations, personnel readiness, community programs, and organizational performance, (3) Formulating, revising, and implementing policies, procedures, and organizational structures to improve mission effectiveness, workforce integration, and service delivery, (4) Developing long-range plans, establishing organizational goals, adjusting mission priorities, and allocating appropriated and non-appropriated resources to meet evolving operational requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of Services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices.
  • Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
  • Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs.
  • Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and BEO regulations, practices, and procedures.
  • Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
