Job Description

JOB OVERVIEW

The Target Hiring Range for this position is: $109,000-$119,000

The Senate Sergeant at Arm’s (SAA), Printing Graphics and Direct Mail (PGDM) department is pleased to announce an opportunity for a detail-oriented Logistics and Operations Supervisor to oversee daily logistics activities and ensure the efficient coordination of warehouse, transportation, and support facility operations. This position provides leadership and operational oversight to ensure that materials, equipment, and organizational assets are effectively managed and delivered in support of operational requirements. The supervisor oversees logistics operations across two facilities—the Capitol Hill location and the Senate Support Facility (SSF) in Landover, MD—with support from two Lead Logistics and Operations Specialists, one assigned to each location. The incumbent rotates between both facilities on a weekly basis to maintain balanced oversight, ensure operational consistency, and provide direct leadership and coordination to staff at each site.

Key responsibilities include planning, organizing, and supervising warehouse operations, inventory management, asset tracking, transportation coordination, and the distribution of materials across the Capitol complex, and surrounding areas. The role ensures the efficient receipt, storage, staging, and movement of items such as IT equipment, office furniture, publications, supplies, and other organizational assets while maintaining high standards of accuracy, accountability, and service reliability. The position directly supervises Logistics and Operations Specialists and Service Worker Drivers responsible for warehouse logistics, material handling, and delivery services. The supervisor assigns and reviews work, adjusts workloads to meet operational priorities, and ensures activities are completed safely and in accordance with established policies and procedures. Additional responsibilities include providing training and guidance to staff, conducting performance evaluations, addressing performance concerns, and fostering a collaborative work environment focused on safety, efficiency, and accountability.

Key Accountabilities/Essential Job Duties

Plans, supervises, organizes and inspects all aspects of either the Logistics and Operations section or the Senate Support Facility. Plans, assigns and reviews work of assigned staff; regulates and adjusts assignments in order to meet work demands and deadlines; trains and counsels staff; conducts performance evaluations of staff; approves leave. Implements policies and procedures; implements criteria for evaluating section and operating effectiveness and efficiency; conducts studies of departmental operations to assess conformity with administrative policy and practices. Assists in developing, managing, and monitoring the operating budget, including current year tracking and short- and long-range budget planning. Maintains regular communications with subcontractors and on-site management company to ensure proper maintenance and operation of Senate Support Facility. Other duties as assigned.

JOB SPECIFICATIONS

Required Education

High school diploma /GED.

  • Serves as back-up to the Operations Manager in his/her absence.

Required Work Experience

  • Five years progressively responsible experience in asset information systems or logistics management including at least three years of lead or supervisory experience.

Required Special Skills/ Knowledge

  • Ability to plan, supervise, assign and review the work of assigned staff.
  • Skill in monitoring expenses.
  • Ability to establish and maintain effective working relationships with Senate staff, including managers, coworkers and subordinates.
  • Ability to respond to Senate office inquiries and complaints in a tactful, timely and courteous manner.
  • Ability to communicate effectively.
  • This position may require the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour or weekend work, and to potentially deploy to alternate sites in support of the Senate’s contingency operations.

Working Conditions

  • Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during a lapse, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during a lapse, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays.
  • Must be able to remain in a stationary position to operate a computer and other office productivity machinery.
  • The person in this position needs to occasionally move, bend, crawl, and stand for long durations.
  • Frequently move boxes/ equipment weighing less than 50 pounds for various needs.
  • Work requires operation of powered industrial trucks (like forklift, pallet jacks, scissor lift etc.)
  • Work requires employees to wear uniforms.
  • Work exposes the employee to excessive noise.

Desired Qualifications

  • Experience with supervising, training, evaluating and discipline of staff members.
  • Ability to delegate assignments and manage projects in a timely manner.
  • Experience in writing and conducting employee performance evaluations, providing positive and constructive feedback, and implementing performance improvement plans to foster a positive and productive work environment.
  • Experience overseeing warehouse and distribution operations, including receiving, storage, staging, inventory control, and material movement.
  • Proficiency with inventory management or asset tracking systems and experience maintaining accurate inventory records and reporting.
  • Experience coordinating transportation and delivery operations, including scheduling drivers, routing deliveries, and managing service requests.
  • Strong organizational and project coordination skills, with the ability to manage multiple priorities and operational demands in a fast-paced environment.
  • Knowledge of workplace safety practices and warehouse safety standards, including safe material handling and equipment use.
  • Ability to analyze operational workflows and implement improvements that enhance efficiency, service quality, and resource utilization.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with internal stakeholders, vendors, support staff, management, and Senate offices.
  • Proficiency in Microsoft Office or similar productivity tools, including Excel for tracking and reporting operational data.
  • Bachelor's degree preferred.

CONDITIONS OF EMPLOYMENT

To be employed by a Senate employing office in a paid position in the continental United States an individual must:

  • Be a U.S. citizen;
