This Human Resources Specialist provides comprehensive human resources support and advisory services to district management, employees, and stakeholders. It supports staffing, recruitment, position classification, employee relations, performance management, labor relations, benefits, compensation, training, personnel records, and HR compliance. The role also serves as a senior technical resource for resolving complex personnel issues, improving workforce effectiveness, and ensuring HR programs meet organizational needs and federal requirements.

If selected for this position, you will join a well-respected team that is responsible for providing Human Resources Specialist support in the U.S. Attorney's Office, Eastern District of New York, located in Brooklyn, New York, focusing in the areas of workforce staffing and position management, employee and management support, and human resource program administration and compliance.

Typical Work Assignments Will Include

  • Administering recruitment and placement activities by analyzing position requirements, applying qualification standards, developing merit promotion plans, evaluating candidates, and advising management on effective staffing strategies.
  • Providing classification and position management services by preparing and reviewing position descriptions, conducting desk audits, applying classification standards, and advising management on organizational structure, grade levels, and workforce efficiency.
  • Advising management on employee relations, labor relations, and performance management matters including conduct, leave, awards, performance standards, grievances, union contract compliance, and sensitive or controversial personnel issues.
  • Administering employee benefits, compensation, training, and development programs by counseling employees and managers on federal benefits, pay and leave regulations, training needs, and workforce development opportunities.
  • Managing personnel records, systems, and HR program compliance by processing personnel actions, maintaining official records, resolving system errors, preparing reports, supporting program reviews, and serving as a senior HR technical advisor on complex personnel matters.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

To Qualify At The GS-12 Level, You Must Possess

Specialized Experience: At least one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

  • Providing technical advice and assistance in at least three (3) or more of the following areas of human resources: recruitment and placement, position classification, employee relations, performance management, employee benefits, labor relations, human resource development; compensation, and records management and administration;
  • Serving as a senior consultant to management on personnel management matters to resolve controversial, complex, and very difficult types of human resources problem cases;
  • Coordinating and/or preparing responses to external program review findings and recommendations regarding sensitive human resources issues; and/or
  • Reviewing and/or interpreting new human resources standards and guidelines to determine organizational procedure updates.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11is required to meet the time-in-grade requirements for the GS-12 level.

  • You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
