Key Responsibilities

  • Intake, investigate, and conclude ER matters; draft findings and corrective action; maintain consistent documentation.
  • Create, update, and issue HR policies, SOPs, workflows, and checklists; lead training and adoption.
  • Configure UKG workflows/forms, roles/permissions, audits, analytics, and user training.
  • Oversee recruiting operations: requisition intake, postings quality/strategy, SLA timelines, offer processes and selection package readiness.
  • Benefits Administration: manage day-to-day plan operations, open enrollment, broker/carrier coordination, escalated employee issues, ACA/COBRA/ERISA compliance; partner with Payroll on deductions and carrier files.
  • Union relations assistance: support grievance steps 1–2, LMM prep (data packs, minutes), contract interpretation notes, tracking commitments/action items.
  • Provide guidance, oversight, and escalated decision support on CHRC cases requiring clarification, exceptions, or regulatory interpretation; ensure timely resolution and accurate recordkeeping.
  • Manage and maintain integrations across all HR-related platforms (HRIS, benefits portals, payroll interfaces, learning, recruiting, etc.); ensure file feeds, mappings, and vendor connections function effectively and remain compliant; partner with IT and vendors on upgrades and fixes.
  • Supervise the Specialist and HRC; set workload priorities; coach and develop staff; maintain service SLAs.

Decision Rights / Authority

  • Final authority on investigations/ER decisions and policy issuance.
  • HRIS configuration approvals and data governance standards.
  • Day-to-day benefits administration decisions within plan rules and budget.
  • Approval of integration designs and changes that affect data flows.

Qualifications

  • Bachelor’s required; Master’s preferred.
  • 6–8 years in HR with experience in investigations, benefits administration, HRIS configuration (UKG/Workday/Dayforce), integrations, and team supervision.
  • SHRM-CP/SCP or PHR/SPHR preferred; CEBS or benefits coursework a plus.
  • Integration/vendor management; investigation interviewing; labor-relations support; policy drafting; benefits rules/ACA/COBRA; data analysis; facilitation.
  • Executive communication; labor relations; community partnership building; analytics; vendor management.
  • MS Office and SharePoint efficiency required.

  • Ability to sit/stand for prolonged periods; occasionally lift up to 20 lbs (training/orientation materials).

Position Summary

The Assistant Director of Human Resources serves as the primary owner of day‑to‑day HR operations and the lead authority for employee relations, investigations, risk mitigation, and the development, implementation, and issuance of HR policies and standard operating procedures. This role is responsible for HRIS (UKG) configuration, system maintenance, training, and data integrity. The Assistant Director also oversees Benefits Administration, provides support in union relations, and manages internal recruitment operations, including requisition standards, posting strategy, interview process oversight, and offer coordination. The HR Coordinator executes onboarding, orientation, and benefits data entry, while the HR Specialist manages regulated leave, workers’ compensation, and unemployment insurance cases.
This position is exempt and 100% on-site.
