Program Director Job Compensation:
- $75,436.00 to $97,969.00/Salary Per Year (depending on experience).
Program Director Job Responsibilities:
- Provide direct leadership and supervision to the CSBG Program team, including Program Supervisor, Service Intake Specialists, and program support staff across multiple service areas.
- Oversee program operations, ensuring eligibility screenings, documentation verification, client intake, and service delivery processes are completed accurately and in accordance with all CSBG and UMOS requirements.
- Ensure full compliance with federal and State CSBG regulations, the Wisconsin State Plan, UMOS policies, and all monitoring, reporting, and audit requirements.
- Develop, implement, and refine operational procedures to strengthen service delivery, improve efficiency, and ensure consistent and equitable access to housing, food, and physical/mental health services.
- Provide staff development and training, including onboarding, coaching, performance evaluations, corrective action, and professional development planning.
- Establish and maintain strong partnerships with community organizations, housing agencies, food resource networks, health service providers, job centers, and other stakeholders to enhance service coordination, community education and referral pathways.
- Lead outreach and community engagement efforts to promote CSBG services, increase program visibility, and support client recruitment across targeted communities.
- Represent the CSBG Program at local, statewide, and national events, meetings, and trainings as required by the Vice President of Social Services.
- Manage all reporting and data collection systems, ensuring timely and accurate submission of weekly, monthly, quarterly, and annual performance reports to the Vice President and funding sources.
- Oversee program budgets, track expenditures, allocate resources, and ensure responsible stewardship of grant funds in collaboration with the Finance Department.
- Prepare and manage program communications, including memos, notices, letters, presentations, and responses to inquiries from partners, funders, and community stakeholders.
- Monitor program outcomes and performance indicators, analyze data trends, and recommend program improvements to achieve CSBG goals and maximize community impact.
- Develop, administer, and analyze client satisfaction surveys to assess service effectiveness and guide program improvements.
- Ensure maintenance of program schedules and staffing, including PTO tracking, staff coverage, and overall operational continuity.
- Oversee inventory control for outreach materials, office supplies, client support items, and program equipment.
- Research additional funding opportunities, develop grant proposals and budgets, and collaborate with Resource Development and the Vice President of Social Services to submit funding requests.
- Ensure program quality and integrity through ongoing data monitoring, random file reviews, system audits, and the collection and analysis of client demographic and outcome data.
- Lead and support program evaluation activities, including needs assessments, ROMA-aligned performance measures, quality assurance reviews, and compliance monitoring.
- Respond promptly to client, partner, and funder inquiries, ensuring accurate, professional, and client-centered communication.
- Attend statewide, regional, and local training and meetings assigned to ensure ongoing compliance, knowledge development, and program alignment.
- Perform other duties as assigned to support departmental and organizational goals.
Program Director Job Qualifications:
- Bachelor’s degree in social services, Human Services, Public Administration, Business Administration, or a related field; master’s degree and/or higher education preferred.
- Minimum of 5 years of experience in program management and supervision. Grant-funded program administration, preferably in social services or community-based programs, preferred.
- Strong leadership, supervisory, and team-building skills.
- Proficiency in Microsoft Office Suite with the ability to work with data/ inventory systems and reporting platforms.
- Excellent verbal and written communication skills.
- Strong organizational, problem-solving, and analytical abilities.
- Ability to travel, work flexible hours, and participate in outreach or monitoring visits statewide.
- Must have a reliable vehicle, a valid driver’s license, and must maintain adequate auto liability insurance.
- Bilingual English/Spanish preferred.
