SUMMARY

Under the general direction of the Personnel Commission Director, the Personnel Specialist - Personnel Commission provides administrative support by performing a variety of complex duties in support of the recruitment, employment, and processing of classified employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides administrative support to the Personnel Commission Director.
  • Conducts recruitment and selection activities for the filling of position vacancies, including preparing and posting of openings, receiving and screening applicants, processing applications, arranging interview panels, providing oral and written information to applicants and eligible personnel, recording and maintaining records, scheduling interviews, etc.
  • Evaluates and verifies applicants’ credentials, licenses, certificates, education, employment background and experience.
  • Reviews applications for completeness.
  • Monitors a variety of processes (e.g., recruitment schedules, classified seniority list, position control data bases) for the purpose of ensuring accurate and efficient documentation and providing information to others.
  • Provides new employee orientations for substitute employees.
  • Assists in conducting candidate and employee assessments and in the development of eligibility rankings.
  • Coordinates and performs fingerprinting (Live Scan), TB clearances, and I-9 verifications.
  • Serving as the first point of contact for job seekers and current employees.
  • Entering employee data into the district’s payroll and tracking systems.
  • Assure accuracy of input and output data.
  • Prepares and maintains accurate records and required documentation related to personnel files, assigned programs, operations and activities.
  • Processes requests for classified staff transfers, promotions
  • Assists in the preparation, development and posting of Commission agendas for regular and special meetings.
  • Researches, collects, compiles and distributes information and statistical data pertaining to personnel eligibility, salary surveys, reporting requirements, etc.
  • Assists in the monitoring of classified employee assignments.
  • Serves as a resource and liaison between the Commission office and District office personnel, administrators, other agencies, community representatives and the public.
  • Provides information and answers questions where judgment, knowledge and interpretation of policies, procedures, and regulations are necessary, such as Commission Rules, State and Federal Codes, and District policies and manuals.
  • Updates handbooks, reference materials, and manuals.
  • Maintains administrative files of correspondence, records and other documents for historical and reference purposes; transmits information to appropriate persons.
  • Composes correspondence independently.
  • Greets office visitors and takes telephone calls in a friendly and professional manner
  • Receives complaints, relays information and makes referrals as necessary.
  • Creates databases, uses spreadsheets and other computer applications.
  • Performs other duties as assigned.

QUALIFICATIONS / REQUIREMENTS

KNOWLEDGE OF:

  • Correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Secretarial practices, procedures, and equipment used in an administrative office.
  • Word processing, spreadsheet, database management, and applicable software.
  • Google Suite.
  • Basic record-keeping procedures.
  • Professional telephone techniques and etiquette.
  • Interpersonal skills using tact, patience, and courtesy.

ABILITY TO:

  • Read, write, and speak English sufficiently to successfully perform required duties.
  • Hear, speak, and write to receive and exchange information.
  • Interpret, apply and explain rules, regulations, policies, and credentials.
  • Communicate effectively both orally and in writing.
  • Perform clerical duties such as filing, typing, duplicating and maintaining accurate records.
  • Establish and maintain cooperative and effective working relationships with others.
  • Work independently with little direction.
  • Operate various office machines such as typewriters, computer terminals, printers, calculators, answering machine, copiers, and multi-line telephone.
  • Maintain a high level of confidentiality, attention to detail.
  • Maintain productivity and accuracy in a fast-paced environment with frequent interruptions.
  • Independently prioritize and coordinate multiple complex assignments to meet deadlines while responding to frequent interruptions.
  • Make arithmetic calculations with speed and accuracy.

EDUCATION/CERTIFICATION/CREDENTIALING

  • High school graduate or equivalent.
  • Type/word-process 50 words per minute.
  • Required: Two to four years of increasingly responsible secretarial experience in a school district or Human Resources Department.
  • Bilingual preferred.

WORK ENVIRONMENT / PHYSICAL DEMANDS

  • Sitting and viewing a computer monitor for extended periods of time.
  • Dexterity of hands and fingers to operate a keyboard and/or typewriter.
  • Reach, bend, and stoop to file.
  • Lift and move office supplies and equipment weighing up to 25 pounds.

Pay: $24.84 - $42.01 per hour
