Job Summary

 

The Manager, Area Engineering will be responsible for managing the pipeline, facility assets, and personnel of the assigned service area.  Specific duties include long term strategic planning and implementation of work and projects involving the existing distribution and transmission systems, their facilities and the effect of new business load additions, physical conditions, pressure, and/or roadway construction activity on the systems; directing and developing the assigned Engineering personnel in their work; managing the capital budget allocated resources; establishing and ensuring compliance involving the physical plant records and the communication of maps and records updates to internal and external customers; assigning incoming work to the team and overseeing the team member’s design and estimation of costs for distribution system additions and modifications; achieving projects deadlines and Company goals; working with other functions to strategically plan for short- and long-term growth and maintenance needs in the distribution system; maintaining communications and coordinate activities with representatives of state (Pennsylvania and Maryland) utility commissions, municipalities, engineering consultants, regulators and/or contractors; and work on special assignments as requested.

 

Knowledge & Skills

 

  • Minimum of 5 years relevant experince
  • R & B Replacement Program:  Direct the design, permitting and approval of the R&B replacement required targets 
  • Manage the R&B replacement work to meet the fiscal year budget targets
  • Include variance reporting for projects over $100,000 where actual expenditures are ±10% from the authorized amount.
  • Distribution Planning:  Direct Engineering staff on the performance of the distribution systems
  • Review of regulator station set points and capacities, including the completion of annual relief capacity calculations.
  • Monitoring system performance through the winter months for any areas of weakness and completing, in conjunction with the System Design Group, plans for reinforcement. 
  • Complete any needed reinforcement designs
  • Assist in the analysis of new business projects impact on system capacity.
  • Developing Staff: Develop a progression plan for the minimum requirements for moving from Engineer I to Staff Engineer, Write an Individual Development Plan for each engineer.  Once completed and agreed upon, share the IDP with the Director, Engineering Design for further discussion on career paths.
  • Special Projects that can include Provide DIMP Risk review and SME feedback on DIMP and TIMP, Validate the Risk Model based on experience in your region, Provide data on new or emerging threats not fully reflected in the Risk Model, and Support other special projects as needed.
  • Comprehensive knowledge of all applicable Federal (DOT), State (PUC), and local codes and regulations; strong oral and written communications and computer skills; proficient drawing and drafting skills; and proficient problem solving, project management, and decision making skills.
  • Ability to motivate and develop a team of employees

 

Working Conditions

 

Although the majority of the time is spent in a regular office environment, can be expected to complete assigned duties in extreme hot or cold temperatures, where carbon monoxide and gas leaks exist, etc. as well as on roadways where heavy traffic conditions exist.

 

Education

 

  • Bachelor of Science in Engineering
  • Licensed Professional Engineer in the State of Pennsylvania preferred, or must obtain PE license within (12) months of employment. 
  • If licensed in another state, must be able to obtain PA license within (12) months.
