Job Summary
JOB DESCRIPTION
The Senior Talent Specialist, Workforce Pathways recruits and places candidates from internal pathway training programs, such as EXCEL and other Workforce Development programs, into meaningful internal assignments. This role focuses on fostering relationships with program participants and hiring managers, ensuring a seamless transition for candidates, and meeting organizational workforce development needs. The Specialist prioritizes diverse non-traditional talent, builds strong talent pipelines, and provides market insights to support successful placements. This individual collaborates with hiring teams and the broader Talent Acquisition team to align opportunities with organizational goals. Occasional onsite travel (5-10 times a year) for team events/retreats is required.
Involves developing, implementing, and maintaining recruitment and placement strategies for internal pathway training programs and workforce development initiatives. Recruits, sources, and places candidates from programs such as EXCEL and other Workforce Development programs into meaningful internal, and at times, assignments. Fosters relationships with program participants and hiring managers to ensure seamless candidate transitions. Provides advice and counsel on employment practices, recruitment processes, and diversity-focused sourcing strategies. Builds and maintains talent pipelines that prioritize diverse non-traditional talent and align with organizational workforce development goals. Collaborates with Talent Acquisition, HR teams, and hiring managers to support placement outcomes and continuous program improvement.

Qualifications
Required Qualifications:
- Bachelor’s degree or equivalent combination of education and experience.
- Minimum of 2 years overall related experience with at least 1 -2 years of recruiting, talent acquisition, or workforce development experience.
- Experience with sourcing tools, applicant tracking systems (ATS), and social media recruitment strategies.
- Proven ability to build strong relationships with candidates, hiring managers, and stakeholders.
- Commitment to diversity, equity, and inclusion in recruiting and placement practices.
- Strong communication, organizational, and problem-solving skills.
- Ability to adapt to changing priorities and work in a fast-paced environment.
- Experience working with workforce development programs or pathway initiatives.
- Familiarity with union-represented environments.
