HIMES is responsible for the complete lifecycle of clinical data—from initial patient identity and document digitization to the complex governance of the Legal Medical Record (LMR).
By blending clinical informatics expertise with rigorous regulatory oversight, the department ensures that health information is accurate, secure, and accessible for patient care, research, and financial reimbursement.

This directly supports patient care, treatment, research, and teaching through the availability of well-documented, current medical records and clinical databases.
The incumbent provides technical support and troubleshooting for various EPIC modules and venues of the Electronic Medical Record (EMR). They are responsible for assuring the timely and accurate completeness of the medical chart.
Key Areas Of Responsibility Include
- Data Integrity: Standardizing data document type naming conventions, establishing consistent data definitions, and monitoring/QA data quality.
- Core HIM Functions: Managing functions related to Patient Identification (Master Patient Indexing), document imaging, electronic chart corrections, error logs, chart completion, and Release of Information (ROI) daily operations.
- Analytical Support: Producing operational and decision-making reports and analyzing/communicating process improvement opportunities.
- SME/Liaison: Serving as a Subject Matter Expert (SME) for release of information and supporting project owners by creating functional assessments, providing data requirements, and validating workflow designs.
- Compliance: Demonstrating knowledge and experience with handling sensitive information protected by various state and federal privacy statutes.
Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- Bachelor's degree in related area or equivalent experience or training
- Several years of relevant experience in Health Care Industry.
- Extensive knowledge of information systems concepts, technology, and issues to include local area network and enterprise technology, Internet, and intranet technology. Knowledge of hospital mainframe and PC-based software applications especially EMR, INVISION, Lotus Notes, MS Office). Ability to learn technology-specific applications. Must be proficient with demonstrated knowledge in Windows MS Office application Project Manager, PowerPoint, VISIO.
- Demonstrated knowledge and experience with handling ‘Sensitive Information’ especially protected by various statutes such as Minors (emancipated v. unemancipated, mental health; HIV Test Results (organ tissue donor, physician reporting to 3rd party, self-report), Mental Health Records (insurance, criminal, research, serious threat of violence, correctional facilities); Drug and Alcohol Abuse; Psychotherapy Notes
- Demonstrated analytical, problem-solving, and decision-making skills to define problems; collect, analyze, and interpret data; generate alternative courses of action; set objectives for decisions; anticipate consequences of data interpretation, and develop meaningful solutions to specific problems — demonstrated participation in the implementation of an activity/strategy.
- Ability to independently follow projects through to competition by applying time management skills while meeting deadlines. Ability to work independently and set appropriate priorities with minimal supervision in the context generalized objectives — the ability to exercise independent judgment with minimal supervision.
- Extensive knowledge of analytical and process improvement techniques and tools to assess performance and recommend improvements. Problem-solving and decision-making skills to anticipate and identify issues and concerns; analyze options and establish and implement solutions which balance and meet the needs of all parties and programs. Ability and experience in conducting audits and compliance with internal policies and procedures. Ability to act with flexibility and patience, and maintain efficiency and accuracy, under sustained and immediate pressure created by a heavy workload, frequent interruption.
- Demonstrated experience to train staff and to respond to requests effectively and appropriately for assistance with flexibility. Excellent ability to develop and utilize teaching and learning methods to meet the needs of staff.
- Effective teamwork and excellent oral and especially written communication skills, ability to organize and communicate thoughts logically and develop insightful conclusions — understanding of, and ability to influence and change behavior.
- Knowledge and understanding of UCDHS policies and procedures.
- Extensive knowledge of current State and Federal medical records release laws, including preemption analysis of the federal Privacy law vs. California State law. Knowledge of Joint Commission on Accreditation for healthcare organization standards, California Administrative Code Title 22, Federal Regulations, UCDHS Rules and Regulations, policies and procedures that pertain to patient confidentiality and patient care. Ability to comprehend and interpret regulations for appropriate action for compliance mandate. The release of Information experience is required.
- Ability to read handwritten and transcribed documents in the medical records, interpret information, and enter complete and accurate data into a computer database and/or file.
- Demonstrated skill to understand and support management roles in fulfilling the operational needs of the organization. Demonstrated experience in an environment that requires a strong degree of confidentiality, integrity, and good judgment.
- Exercise the utmost discretion in managing sensitive information learned in the course of performing their duties. Sensitive information includes but is not limited to employee and student records, health and patient records, financial data, strategic plans, proprietary information, and any other sensitive or non-public information learned during the course and scope of employment. Understands that sensitive information should be shared on a limited basis and actively takes steps to limit access to sensitive information to individuals who have legitimate business need to know. Ensure that sensitive information is properly safeguarded. Follow all organizational policies and laws on data protection and privacy. This includes secure handling of physical and digital records and proper usage of IT systems to prevent data leaks. The unauthorized or improper disclosure of confidential work-related information obtained from any source on any work-related matter is a violation of these expectations.
