This role supports the full project lifecycle from initiation through delivery, including procurement documentation and SDLC activities.
Key Responsibilities
- Participate in the demand management process to assist business units in developing business cases, defining project scope, and documenting requirements for new or enhanced systems
- Gather, analyze, validate, and document business, functional, and non-functional requirements
- Translate business needs into clear solution requirements and technical documentation
- Conduct stakeholder interviews, workshops, and Joint Application Development (JAD) sessions
- Develop and document business process workflows, current/future state analyses, user stories, use cases, functional specifications, data mappings, wireframes, and test cases
- Ensure requirements traceability throughout the project lifecycle
- Support User Acceptance Testing (UAT) activities
- Support development of Statements of Work (SOW), solicitation documents, and procurement packages for IT acquisitions
- Collaborate with IT, Procurement, Legal, and Security teams to support vendor evaluations
- Participate in SDLC activities and transition requirements to development and project teams
- Create diagrams, charts, specifications, and supporting artifacts to guide development
- Maintain weekly work logs, status updates, and assigned work tickets
- 5 years of experience as an IT Business Analyst supporting IT projects, system implementations, or technology procurements
- 5 years of strong understanding of business/data process analysis methodologies and SDLC processes
- 5 years of experience facilitating stakeholder meetings, workshops, and JAD sessions
- 5 years of experience gathering, documenting, and managing complex business, data, and functional requirements
- 5 years of experience developing process flows, workflow diagrams, and functional specifications
- 5 years of experience documenting AS IS & TO BE processes and UI mockups
- 5 years of experience developing statements/scope of work for contracting and procurement
- 5 years of experience managing multiple projects/tasks simultaneously
- Strong written and verbal communication, presentation, and interpersonal skills
- Bachelor's degree in Computer Science, Information Technology Systems, or a relevant discipline (required)
- Experience supporting government or public-sector IT initiatives
- Familiarity with Agile, Scrum, Waterfall, or hybrid project methodologies
- Experience with procurement lifecycle documentation and vendor management
- Familiarity with tools such as Jira, ServiceNow, Visio, SharePoint, or Balsamiq
- Active CBAP (Certified Business Analysis Professional) Certification
- Familiarity with workflow automation, business process improvement, and enterprise applications
