The United States Space Command (USSPACECOM) in Colorado Springs, CO is searching for a well-qualified candidate to fill the Special Access Program (SAP) security specialist/Government SAP Security Officer (GSSO) position for the J39 Special Programs Division. Description of Position: Serves as the Combatant Command (COCOM) headquarters level Special Access Program (SAP) security specialist/Government SAP Security Officer (GSSO) providing personnel, operations, automated information systems, information, physical, communications security, and Security Education, Training, and Awareness (SETA) security program functions in support of Service, DoD and National level SAPs within the Headquarters United States Space Command and subordinate components.
Position Responsibilities:
- The incumbent implements and ensures compliance with policies on classifying and protecting classified systems, national defense, and other sensitive information. Serves as the security authority and expert on all matters involving SAP protection requirements, policy, procedures, and program status. Resolves classification and declassification problem areas and advises technical personnel on classification requirements for programs and projects.
- Administers the Physical Security Program. Determines the physical security standards necessary for Special Access Program (SAP) facilities/areas within the COCOM and subordinate components. Attends meetings in the design and construction phase of the facility/area to ensure all security requirements are met. Conducts initial and annual physical security inspections of program facilities. Applies risk management techniques in designing security compensatory measures in facilities not meeting standards.
- Overseas the Personnel Security Program, provides policy interpretation for the Personnel Security Program at SAP locations. Evaluates the sensitivity of the position, degree of clearance, and special access required to perform duties to determine type of access required. Manages SAP billet rosters encompassing COCOM locations. Establishes procedures for processing program access requests.
- Responsible for the management and execution of the USSPACECOM Security Education, Training, and Awareness (SETA) program. Provide policy oversight management to subordinate components in implementing SETA programs. Advises subordinate component GSSOs of security training requirements, changes in security procedures, and enhancements designed to increase security awareness.
Desired Skills/Expertise:
- Expert knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
- Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
- Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.
- Oral and writing communications skills; ability to negotiate complex issues; and ability of maintain good working relations with diverse groups and executive-level management throughout the agency.

- Experience at the next lower broadband/grade level (or equivalent).
- An advanced Degree(s) such as a Master’s or Ph.D. is highly desired.

Conditions of Employment:
- Must be able to obtain and maintain a TS/SCI Security Clearance
- Position requires drug testing
- Occasional travel away from regular duty location may be required.
- May be required to work irregular duty hours including evenings, weekends, and/or holidays.
**Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.
