Description of Position: Serves as the expert in Support Agreement Management (SAM), Memorandums of Understanding and Agreement (MOU/A), Acquisition and Cross-Service Agreements (ACSA), Theatre Security Cooperation (TSC), and Multi-National Logistics (MNL). Responsible to the Combatant Commander to ensure a programmatic approach to Agreements (including SAM, MOU/A, ACSA, TSC and MNL) in COCOM Operation Plans, Concept Plans and Exercise Plans (OPLANS, CONPLANS, and EXPLANS).
Position Responsibilities:
- Manages, plans, organizes and oversees Agreements for USSPACECOM. Serves as the USSPACECOM focal point to provide technical guidance, advisory support, and assistance on a wide range of issues related to Agreements. Integrates closely with the Operational Contract Support (OCS) program manager.
- Interprets partner nation and DoD acquisition, logistics, and program management directives. Reviews and coordinates inputs to inter- and intra-service agreements and multinational logistics related plans and agreements to meet USSPACECOM operational requirements.
- Serves as the organization's lead for the Readiness Program. Ensures unit program compliance with regulations, laws, policies, and directives. Develops and implements procedures to track program status and maintain program health. Identifies and responds to trends of programs and keeps them operating at or above satisfactory levels. Communicates requirements and provides guidance to directorate members.
- Ensures relevant and current Logistics Programs events are included in exercises and participates in exercise planning conferences, develops Logistics Programs Master Sequence Event Lists (MSELs), and maintains area of responsibility (AOR)- specific Logistics Programs lessons learned.
- Ensures USSPACECOM is managing and executing Logistics Core Functions in accordance with Joint Doctrine and Guidance. Works across Combatant Commands, Joint Staff, JLENT, Service Components, subordinate commands and internal planning / operations staffs to create and structure the Command's concept of logistics support. Furnishes logistics and technical input for development of USSPACECOM operational concepts to execute USSPACECOM Unified Command Plan (UCP) and Operational Plans (OPLANS) in support of real-world and exercise operations. Provides logistics analysis and risk assessments in support of internal and external USSPACECOM processes.
Desired Skills/Expertise:
- Expert knowledge of a broad range of Agreements analysis techniques and analytical abilities.
- Comprehensive knowledge of policies, concepts, and procedures affecting logistics, acquisition, supply, inventory management, logistics planning and procurement functions.
- Skill in executing effective reporting that serves to clarify agreements and create a common operating picture (COP) that spans all the services.
- Knowledge of U.S. National Policy (i.e. National Security Strategy, National Defense Strategy, National Military Strategy, Unified Command Plan, Guidance for the Employment of the Force, Joint Strategic Capabilities Plan, Guidance for the Development of the Force, Global Force Management Allocation Plan, Global Force Management Implementation Guidance and other applicable national plans and policy documents) as well as security issues and an understanding of military forces capabilities and functions to develop operations orders and crisis action plans.
- Ability to lead teams; originate new ideas, projects, and methodologies; and execute projects within established guidelines.
- Exceptional ability to solve broad organizational issues, implement strategic plans within and across organizational components, and ensure a cooperative teamwork environment.
- Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
Conditions of Employment:
- Must be able to obtain and maintain a TS/SCI Security Clearance.
- Position requires drug testing.
- Occasional travel away from regular duty location may be required.
- May be required to work irregular duty hours including evenings, weekends, and/or holidays.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
**Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.
