This position is located in the Office of Personnel Management (OPM), Human Resources Solutions (HRS), Federal Staffing Center (FSC), USA Hire Group, Product Development Branch. The Management and Program Analyst directs all USA Hire product development and maintenance activities and expands USA Hire capabilities in alignment with the HR lifecycle. Duties

Ensures the scope and functionality of USA Hire aligns with the Federal Government's Human Resource Information Technology (HRIT) needs. Leads and/or serves on project teams, committees, and task forces comprising OPM and agency management officials and stakeholder groups. Negotiates with agencies, explaining Human Resources Solutions (HRS) capabilities, including the full range of products and services, and the flexibilities available to meet their needs. Oversees the research and evaluation of "state of the art" technology for applicability to USA Hire and other HRS IT solutions. Formulates organization-wide system initiatives and strategic goals to promote the delivery of USA Hire objectives. Serves as liaison between the USA Hire Program Office and the HRS IT Program Management Office on USA Hire IT priorities. Supervises a supporting staff, each with delegated responsibilities in specific technical areas.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement- this information must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". For the GS14: You must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties (ensure ALL are demonstrated through experience on your resume): Providing advice and guidance on information technology systems, tools, and business processes that support service delivery; Applying analytical and evaluative methods to assess program or operational activities; Supporting communications, outreach, and coordination across multiple offices; and Applying laws, regulations, policies, and procedures relevant to program operations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
